Description
MARKET SURVEY: REQUEST FOR INFORMATION Title: Rapid Agent Aerosol Detector (RAAD) Transition This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid (IFB), request for quotation (RFQ), request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement nor the Governments use of such information. This request does not constitute a solicitation for proposals nor the authority to enter into negotiations to award a contract. Funds have not been authorized, appropriated, nor received for this effort. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information nor to otherwise pay for the information submitted in response to this RFI. Description: The intent of this RFI is to determine the availability of viable interested sources for transitioning the RAAD design from Massachusetts Institute of Technology -Lincoln Laboratory (MIT-LL) into production. Capabilities may include performing design finalization, manufacturing, and producibility engineering in coordination with MIT-LL, and eventual manufacturing of RAADs for test, production, and field support. The information provided in response to this RFI may be used by the Army in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. The final RAAD product may become the Detector for use in the Joint Biological Point Detection System (JBPDS) and Joint Portal Shield (JPS). Responses to this RFI must be limited to 5 pages in length, and must not contain classified material. Responses should address the following: 1.Extent of experience in ruggedized Laser Electro-optical biological detection systems in terms of: a.Experience in biological detection and detection algorithms b.Experience in development finalization (Reliability, Maintainability, Quality, Producibility, Logistics, Electrical, Mechanical, and Software) c.Experience with transition of designs from Development to Production i.Experience in transition from a Federally Funded Research and Development Center (FFRDC). d.Experience in production: i.Varying yearly production rates ranging from 50 per year to 300 per year. ii.Similar scale effort to the potential maximum production of 1700 RAADs. iii.Integration of spare requirements into production. f. Post-production Support (Spares, etc). 2.Demonstrated ability to work with prime integrating contractors. 3.Experience in development test/operational testing environment. a.Demonstrated experience dealing with the DoD test and evaluation process. 4.Description of respondents Management Structure. a.List current quality certification programs ( ISO 9000, etc). 5.Current corporate facilities available for this effort for development and production. 6. References: description of products developed/manufactured which were similar to the RAAD, and, for Government contracts: contract number, issuing agency, points of contact (Contracting Officer, technical point of contact, program management office), initial award value, final contract price, and contract requirements for delivery. If not produced under Government contracts, commercial industry sources may be cited with equivalent information. Responses to this RFI are due no later than 28 June 2009.
