Description
Attached is the Specification and Description of the National Guard Bureau Seal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This procurement is being offered as a 100% Service-Disabled Veteran-Owned, Small Business Set-Aside IAW FAR 19.1405(a). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F9WFJS9085A903, is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-25. The NAICS code is 339950 and the small business size standard is 500 employees. The National Guard Bureau has a requirement for a single vendor to provide various unit, agency and department seals, signs and plaques which signify the mission of the National Guard within the Department of Defense. The scope of this acquisition includes the needs of the National Guard Bureau and National Guard commands within the 54 states and territories. An example of this requirement is a (15” diameter) Executive Wall Plaque of the attached National Guard Bureau logo as depicted by the Institute of Heraldry. The Government is seeking to award an indefinite delivery/indefinite quantity Blanket Purchase Agreement (BPA) using simplified acquisition procedures for award to a single vendor for up to 5 years. Offerors shall provide a plaque sample with a pre-paid envelope for sample returns, a contact list of relevant previous customers for use in assessing past performance, a description of proposed production and delivery lead times, and a price list with firm-fixed unit prices broken out for various quantities of seals and plaques, with discounts for various order quantities. The guaranteed minimum quantity to be ordered over the life of the BPA is 100 executive wall plaques, but potential exists for total order to exceed 5,000 of various similar products over the period of the BPA. The following procedures will be incorporated into the BPA to ensure product quality on each new order: 1. The Government will provide the vendor a detailed description and specification and request a Firm fixed price quote IAW OPA rates. 2. Contractor shall create a sample for Government approval within two weeks of request. 3. Upon approval of the sample, the vendor will begin initial production, with a first article submitted for government approval before beginning Full rate production. 4. This two step process shall only be required for initial production to validate an “approved” product”. Subsequent production of an approved products shall be approved upon delivery. The following provisions and clauses apply to this acquisition: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government; The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Shipping shall be FOB: Destination, with delivery to the issuer of the BPA call (Nationwide orders are to be expected) NGB ZC-AQ, ARLINGTON, VA 22202. The Government may award to other than the lowest price. The provision 52.212-2 -- Evaluation -- Commercial Items. (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement for quality, past performance, and delivery schedule,; (ii) price; (iii) past performance (see FAR 15.304); Technical and past performance, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award. The Government will not be responsible for any costs accrued or incurred by the vendor in response to the solicitation.
