Description
This AMENDMENT to the SOURCE SOUGHT NOTICE responds to vendor questions and extends the RESPONSE DATE. RECOVERY ACT Program Management and Construction Management - Sources Sought - Questions & Answers Q1: Our question is regarding exclusion. In the event that a firm was awarded the contract, would they be excluded from other contract opportunities performing similar work with either the DOI or other federal agencies? A1: A firm will be excluded from other contract opportunities only if a conflict of interest exists. The parameters to determine conflict of interest issues will be identified in a subsequent solicitation. Q2: The DOI Sources Sought indicates that "Tasks would include all or part of the services listed in the GSA 871 Schedule Summary for the following three Schedules:" These are 871-1, -2 and -7. It says the vendor is required to "have expertise" in all three GSA 871 Schedules. Does this mean we have to be on the 871 Schedule for these three SIN numbers? Currently, we are on the 871 Schedule for SINs -1 and -2 and also for -6 which formerly included the construction management services. We are in the process of expanding our qualifications to include SIN -7. The question is, given the above, are we able to submit for the DOI Program/Construction Management for Stimulus Projects? A2: The procurement strategy will be determined after receipt of information requested. DOI might consider Schedules 871 (PROFESSIONAL ENGINEERING SERVICES) and 874 (MOBIS). Q3: Is this set-aside for small business? A3: It is DOI's intention to conduct this acquisition in accordance with FAR Subpart 8.4, which states that FAR Part 19 does not apply to orders placed against Federal Supply Schedules contracts. Q4: Is this a temporary support service contract or is this a term contract with option years? A4: The period of performance for this procurement is unknown at this time and will be indicated in a subsequent solicitation. Q5: Are you looking for one contractor to run all the nationwide projects? If that is the case will that not defeat the spirit of stimulus package which is supposedly design to help the small business which are hurting bad. A5. The procurement strategy, which might include a multiple award vehicle, will be determined after receipt of information requested. Q6: If a Firm has capabilities in the three identified areas of expertise, but do not have a PES Schedule contract, may they submit a bid on a MOBIS or other appropriate GSA Schedule contract? A6: The procurement strategy will be determined after receipt of information requested. DOI might consider Schedules 871 (PROFESSIONAL ENGINEERING SERVICES) and 874 (MOBIS). Q7: Please confirm that a traditional team of Prime Contractor with subcontractors meet the government's desire for a "single vendor" A7: Yes, the traditional team of prime contractor with subcontractors meets the government's definition for a single vendor. Q8: Would a successful offeror have a conflict of interest for any of the resulting construction projects? A8: A firm will be excluded from other contract opportunities only if a conflict of interest exists. The parameters to determine conflict of interest issues will be identified in a subsequent solicitation. Q9: Does the 10 page limit include the 3 one page qualifications? We assume so, but wanted to double check. A9: Yes, the 3 one page qualifications are included in the 10 page limit. Q10: Your Sources Sought you mention GSA Schedule 871, you don't say that you will be using that Schedule, but we are inferring that you might. The problem is that we do not have that Schedule. Our suggestion is that to the extent you wish to use that Schedule please also use the GSA MOBIS or FABS Schedule. We could team with a firm on the GSA 871 Schedule, but as we bring all the service lines that you would require under one roof, we would greatly prefer to bid as a prime contractor. The question is what GSA Schedule do you plan to use and would you consider including GSA MOBIS or FABS. A10. The procurement strategy will be determined after receipt of information requested. DOI might consider Schedules 871 (PROFESSIONAL ENGINEERING SERVICES) and 874 (MOBIS). Q11: Is there a possibility for an extension of time to this sources sought? The information requested in questions 1, 2,&3 are complex narrative solutions and administration of Recovery Act projects and will require significant programmatic responses. We would request additional time to be able to provide the best value solution for the determination of the market survey for Government review. Additionally, will there be any emphasis or specific request and evaluation for small business or 8(a) contractor consideration? A11: The deadline for responses is extended to Wednesday, April 29, 2009 at 5 PM EST. Q12: Does the 10 page limit include the pages for project reference, or is it 10 pages plus 3 for projects? A12: Yes, the 10 page limit includes the pages for project references. Q13: We would like to request an extension of this due date in order to assemble the appropriate documents as outlined in the sources sought notice. A13: The deadline for responses is extended to Wednesday, April 29, 2009 at 5 PM EST. Q14: We are on the PES Schedule but do not have the 871-7 which is relatively new. We covered CM under the -6 and are filing to get the -7. In the meantime, we need to know if we are eligible to respond. A14. The procurement strategy will be determined after receipt of information requested. DOI might consider Schedules 871 (PROFESSIONAL ENGINEERING SERVICES) and 874 (MOBIS). Q15: Is the submission of a.pdf file acceptable? A15: Yes.
