- The Fleet and Industrial Supply Center, Norfolk Contracting Department, Norfolk Office, Norfolk VA, 23511-3392 intends to award a Firm Fixed Price Contract on a sole source basis to the Hach Company for (5) Navy Laboratory Apparatus Kits P/N: 2953000 and (5) Navy Laboratory Reagent Kits P/N: 2953100. The statutory authority permitting Other Than Full and Open Competition under the Test Program for Commercial Items is Section 4202 of the Clinger Cohen Act of 1996. The requested items are manufactured by the Hach Company to the specifications of the United States Navy. These instrument sets are used by the Forward Deployable Preventive Medicine Unit (FDPMU) to support Hurricane and Humanitarian relief efforts and combat operations throughout the world. This procurement will utilize procedures under FAR Part 13.5, Test Program for Certain Commercial Items. The NAICS code is 334516 and the Size Standard is 500. Delivery is FOB Destination to Navy Expeditionary Medical! Support Command Williamsburg, VA 23185. The RFQ will be available on or about 29 April 2009 by downloading the documents at http://www.neco.navy.mil or http://www.fedbizopps.gov. The RFQ solicitation and any subsequent amendments will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United Sta! tes. Lack of registration in the CCR database will make a contractor ineligible for award.
