Description
This is a SOURCES SOUGHT NOTICE; There is no solicitation available, nor contemplated, at this time. DTRA will not provide comment, clarifications or respond to information requests regarding this Sources Sought Notice, to include, whether a resultant solicitation is likely for release, or will be released. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) seeks potential sources to provide Systems Engineering and Integration (SE&I) support to assist the DTRA program office in executing comprehensive R&D programs, Advanced Concept Technology Demonstrations (ACTDs), Advanced Technology Demonstrations (ATDs), and equipment delivery programs to integrate and transition Weapons of Mass Destruction (WMD) Counter proliferation (CP) capabilities for both classified and unclassified operations. The DTRA programs are specifically designed to provide operational tools for the CP of CBRN WMD. Responsible sources shall be able to provide Subject Matter Experts (SME) in the CP of CBRN WMD to assist designated DTRA Program Managers with all aspects and functions of program and systems management for designated WMD CP projects and programs. Major SE&I support task areas cover: •Conduct Market Research and Assessment of Technologies •Program and CONOPS Development •Systems Integration and Testing •Technology Demonstration Planning & Execution •Multi-media/Multi-source Documentation •Consumable Equipment Procurement •Transition of Technologies •System Engineering •Technology Management •Modeling and Simulation •Onsite Support Responsible sources shall possess a Top Secret Facility Clearance and all proposed personnel performing SE&I tasks shall possess Top Secret (TS)/Special Compartment Information (SCI) clearances based on a SSBI and shall be intimately familiar with the United States Special Operations Command. Sources sought responses shall reflect corporate information and a capability summary reflecting experience and knowledge related to the above. Responses are to be limited to no more than ten pages, single spaced, Times New Roman, 12 point font. Company information should include qualifications and experience in work of this nature, point of contact, phone number, fax number, e-mail address, CAGE code, DUNS Number, applicable North American Industry Classification System (NAICS) codes, business size, and small business classification (8(a), HUB Zone, etc.), if applicable. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Responses shall be submitted no later than 2:00pm EDT on 28 May 2009. Responses shall be submitted electronically to both Mr. Gregg Ackley at gregg.ackley@dtra.mil and to Mr. Russell Kelley at russell.kelley@dtra.mil. All documentation submitted in response to this Sources Sought Notice shall become the property of the Government. Unless otherwise stated herein, no additional information is available, or will be provided for this Sources Sought Notice. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
