- This modification is to clarify the date discrepency for the recently posted Sources Sought. All responses must be received by COB 6 May 2009. SUBJECT: Sources Sought for the Support Services - Battle Command Training Program (BCTP) Small Business Sources Sought/Market Research (For All Business Types): This is a Sources Sought announcement seeking only qualified small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) responses in order to determine Small Business participation in this acquisition. The Mission and Installation Contracting Command- Center, Fort Eustis, Virginia, intends to procure potential sources to perform a variety of non-personal services support for the U.S. Battle Command Training Program (BCTP) Support Services at Fort Leavenworth, Kansas and to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10 (Enclosure 1: Market Research Questions For ALL Business Types). Contractors shall provide qualified personnel, supervision, management, and non-personal technical services to support the mission requirements of the Battle Command Training Program (BCTP). BCTPs mission involves constant deployment to locations all over the world. The BCTP conducts or supports combined arms training that replicates Joint, Interagency, Intergovernmental, and Multinational (JIIM) Operations in a full spectrum Contemporary Operational Environment, at worldwide locations, in accordance with the ARFORGEN Model, for BCTs, Support Brigades, Divisions, Corps, Army Service Component Command (ASCCs,) Joint Force Land Component Command (JFLCCs) and Joint Task Force (JTFs) in order to create training experiences that enable the Armys Senior Battle Commanders to develop current, relevant, campaign-quality, joint and expeditionary Battle Command instincts and skills. Combat Training Center (CTC )Way Ahead could add and/or alter Operations Groups' mission requirement. The Government is contemplating award of a Cost-Plus-Award-Fee contract with a 90 day Phase-In Period, Base period (1) year, and four option years. Currently, BCTP is tasked to execute the following missions: "Conduct a BCTP rotation for each active division and corps commander with the goal of completing the Warfighter Exercise (WFX) event in their first year of command. Conduct up to 10 -division equivalent (DE)- rotations annually to Army corps and divisions (OPS GRPs A&D). Conduct an active component corps warfighter exercise for each Army National Guard division once every three years (OPS GRPs A&D). "Provide training assistance for up to six rotations annually to Army corps and division headquarters designated as an ASCC/ARFOR/JFLCC or JTF (OPS GRPs A&D) "Conduct up to 20 BWFX for each Brigade Combat Team (BCT) in the Reset/Train Force Pool (OPSGP B & C) "Provide staff assistance for contingency operations of US Army units, as required (OPS GRPs A, B, C & D). "Continue the capability to provide deployment exercises in all division and corps rotations to fulfill the Army's vision of strategic responsiveness (OPS GRPs A & D), if required. "Conduct up to 15 BCTP seminars and embedded exercise for 15 Functional Brigades and Theater Support Commands (OPS GRP F). "Conduct up to 21 BCTP seminar and embedded exercise for 21 Multi Functional Brigades (OPS GRP S) "Provide a Contemporary Operational Environment-Operations Group (COE-OG) that is full spectrum, capabilities based and adaptive. "Integrate experimental capabilities into exercises, as approved by HQDA/CSA and directed by CG TRADOC. "Provide COIN/SRO seminars for deploying brigades in support of GWOT. The Contractor shall provide a staff capable of operating and instructing/training Army personnel on computer simulation hardware and software for Multi Resolution Federation (MRF), Entity Resolution Federation (ERF) models. The Contractor shall at the same time transition to the next generation of simulations, intelligence models, and after-action review systems. Except for a Joint and Combined Staff Training (JCST), an exercise cycle includes pre-exercise coordination and planning, a seminar, a simulation-assisted exercise and post-exercise sustainment training. The Contractor shall be aware cycles will overlap. The designated North American Industry Classification Systems (NAICS) Code for this procurement is 541519, Other Computer Related Services, with a small business size standard of $25M. Your response shall include the following information: (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, etc.), revenue for last three years, relevant past performance on same/similar work for not more than three years and your companys capability to do the work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately. What risks do you foresee with this approach and how would you mitigate those risks? d.Is industry more likely to include additional costs for unknowns in a fixed price as opposed to a labor hour contract? NAICS code 541519, Other Computer Related Services, (small business size standard of $25,000,000) has been determined appropriate for this acquisition and FAR 52.219-14, Limitations on Subcontracting, applies wherein at least 50 percent of the work must be performed by the small business prime contractor alone. If your company qualifies as a small business as defined under this NAICS code, please respond to these additional questions. i. Can your company provide a team composed of a sufficient number of large and small subcontractors to perform this contract in an efficient, cost effective manner while meeting contract requirements? Is your company capable of providing a team composition that can support the entire scope of this contract effort with sufficient depth to perform a variety of tasks of varying complexity across BCTPs missions while performing at least 50 percent of the work? Please explain. iv. Specifically, is your company capable of providing non-personal services for the areas mentioned in this notice? These services include supporting the US Battle Command Training Program (BCTP) in conducting combined arms training which replicate the JIIM Operations in a full spectrum Contemporary Operational Environment. This requirement shall also provide qualified personnel, supervision, management, and non-personal technical services to support the BCTP mission. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations and training services.? If so, what is your experience with Government contracts of this magnitude and scope? g.Please provide any other applicable comments or recommendations not addressed in the foregoing.
