Description
The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with the City of Chattanooga Police Department, TN, to assist in providing training on weapons, tactics, explosives and breaching. The City of Chattanooga Police Department is the only organization within 40 miles of an NRC Regional Office, Technical Training Center or Headquarters Office which can provide a live fire range for up to fifteen stations, elevated (tower) firing positions, night fire capability, an explosives range certified for up to fifteen pounds TNT equivalent, offsite classroom facilities, along with the certifications and personnel to assist in training NRC inspectors. These qualifications allow the NRC to provide classroom and hands-on experience with various types of semi-auto and full-auto weaponry up to and including.50 caliber, night-fire characteristics, mobile shooting platforms, and numerous types and effects of explosive charges. This training allows for trainees to perform tasks required by NRC licensees as well as potential adversarial components in order to better perform regulatory responsibilities. The proposed period of performance is one year from the date of award, with the option to extend the period of performance for four additional one-year optional periods. Requests for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination not to compete this requirement based on response to this notice is solely within the discretion of the Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs to Jeffrey R.
