Description
THIS IS NOT A NOTICE OF RFP ISSUANCE. THIS EFFORT IS CONSIDERED COMMERCIAL IN NATURE AND ANY RESULTANT CONTRACT WILL BE AWARDED IAW FAR PART 12. Patrick Air Force Base anticipates a competitive 8(a) acquisition to provide the 45 SW with superior and responsive program management and support for environmental planning, waste management, pollution prevention, spill and emergency response support (excludes clean-up), exotic/invasive vegetation control, prescribed burning, land clearing, habitat restoration, NEPA document review and development, plan updates, cultural and natural resource assessment and surveys, protected species monitoring and relocation, compliance management, permit management, air and water quality, POL tanks, toxic substances, emission inventories, sampling & analysis (SAM), and document preparation services at an affordable cost. The contractor will provide technical regulatory expertise for interface with federal, state of Florida and local regulatory agencies and Air Force agencies for all of these programs. The contractor will also provide geographical information system (GIS) and program tracking database management services. The desire is to have innovative and effective environmental management which produces consistently superior results and a reduction in the 45 SW's vulnerability to enforcement actions, on a requirements basis, with established rate structures. A long-term contract is anticipated, one base year and subsequent options. Multiple awards are not anticipated. North American Industry Classification System (NAICS) Code and size standard is 562910/500 people. Potential offerors are encouraged to monitor the FedBizOps website for program documents. All sources capable of providing these services are being sought. In addition to the information provided below entitled "Sources Sought Questions," responding parties must also indicate their size status in relation to the applicable North American Industry Classification System (NAICS) code 562910. Sources with 8 (a) status or otherwise classified as a small disadvantaged business should address their status in their responses. 1) Provide your Company name; Point of Contact information (address, telephone, facsimile, e-mail); DUNS number; CAGE code; and Small Business status (i.e., Small Business, Small Disadvantaged Business, HUBZone, Small Disadvantaged Veteran Owned Business, etc.). 2) Address whether maintaining your small business size status through the life of the contract is a factor in the number of task orders competed on and won over a 3 year period. 3) Describe your experience, within the past 5 years, with performance based acquisitions of environmental services, including challenges faced and how you overcome those challenges. Provide experience in the form of an outline of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract numbers, description of work, points of contact, and phone numbers; professional qualifications and specific experience of personnel identified to perform the work 4) Describe the experience of your staff with working directly on military installations. 5) Address whether you intend to support this requirement from a local office or if you have multiple office locations that can be used to support this requirement. Potential offerors should limit their responses to ten (10) pages.
