- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number L09PS00403, TAFO South CHIFLO/Ute Seed, is issued as a Request for Quotation (RFQ) with an open date of April 28, 2009 and close date of May 12, 2009. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-25. This is a total Small Business set-aside under NAICS 424910 and a size standard of 100.The Bureau of Land Management (BLM), Taos Field Office, New Mexico, has a requirement forSeed as follows: ITEM 1 INDIAN RICEGRASS (ACHNATHERUM HYMENOIDES), 2,151 LBSITEM 2 FOURWING SALTBUSH (ATRIPTEX CANESCENS), 430 LBSITEM 3 CANADA MILKVETCH (ASTRAGALAS ALVINUS L.), 860 LBSITEM 4 SIDE OATS GRAMA (BOUTELONA CURTIPENDULA), 430 LBSITEM 5 WESTERN WHEAT (PASCOPURUM SMITTII), 2,581 LBSITEM 6 BLUE GRAMA (BOUTELOUA GRACILIS), 1,721 LBSITEM 7 UTAH SWEETVETCH 9HEDYSARUM BOREALE), 430 LBS All seed shall be weed free and shall be received as a mixture (one mixture) with the following PLS (pounds per live seed):Indian Ricegrass 25% PLS; Fourwing Saltbush 5% PLS; Canada Milkvetch 10% PLS; Side Oats Grama 5% PLS; Western Wheat 30% PLS; Blu Grama 20% PLS; Utah Sweetvetch 5% PLS Executive Order No. 13112 on Invasive Species states that Federal agencies shall not authorize, fund, or carry out actions that are likely to cause or promote the introduction or spread of invasive species in the US. Therefore, prior to acceptance, the BLM will test all seed for noxious weed seed content. The seed mixture shall be delivered to the Taos Field Office, 226 Cruz Alta Rd, Taos, NM within 14-days from issuance of the resultant contract. The following FAR clauses are applicable under this synopsis/solicitation: 52.212-1, 52.212-3, 52.212-4, 52.212-5, and 52.211-18. Offers must be submitted on company letter head with contact information and must include unit price and extended amount for each item and must include Offerors DUNS No. All contractors desiring to do business with the Federal Government shall be registered on CCR (Central Contractor Registry) which can be accessed at www.ccr.gov.
