Description
This amendment is issued to reflect the following change:The Request for Proposal will be available on EPA HQ website: http://www.epa.gov/oam/solam.htm on or about April 29, 2009 as solicitation number PR-R4-09-10004. There are no other changes. The Environmental Protection Agency (EPA) intends to competitively procure under the 8(a) program, Enforcement Support Services (ESS) for the EPA Region 4 utilizing a performance based statement of work which includes Enforcement Support, Data and Information Management Support, Document Support, and support of Special Projects in accordance with all environmental statutes as appropriate (e.g., Comprehensive Environmental Response, Compensation and Liablilty Act (CERCLA), Emergency Planning and Community Right-to-Know Act (EPCRA, Leaking Underground Storage Tank (LUST), Superfund Amendments Reauthorization Act (SARA), Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), Clean Water Act (CWA), and Toxic Substances Control Act (TSCAO), or successor statutes. The geographical boundaries of Region 4 include eight states: Alabama, Florida, Georiga, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. The Contractor shall be required to support the following tasks of enforcement: TASK A -ADMINSTRATIVE SUPPORT OF EPA EVENTS: 1) Support for EPA Events, 2) Support for Preparation of Exhibit Display Materials; TASK B-ENFORCEMENT SUPPORT TASKS: 1) Document Collection and Compilation; a. Potentially Responsible Party (PRP) Search ; b. Settlement Preparation Report; (2) Document Retrieval and Management; a. Generic Document Management, b. Summary Documents Preparation, c. Secure and Maintain Document Collections; 3) Administrative, Legal and Negotiation Support; a. Administrative Support, b. Property Research Support; c. Legal Support ; d. Negotiation Support, TASK C - INSTITUTIONAL CONTROLS FOR TITLE SEARCH AT SUPERFUND SITES; TASK D- SUPERFUND RECORD/DOCUMENT MANAGEMENT: 1) Meetings, 2) Preparation and Indexing of Documents into the Superfund Document Management System (SDMS), 3) Paper and Electronic Document Preparation, 4) Scanning, 5) Quality Assurance/Quality Control/Process Documentation; TASK E - SPECIAL PROJECTS: 1) Scanning Quality Assurance/Quality Control, 2) Scanning Documents, a. Local Imaging. This procurement is a 100% competitive 8(a) set a-side. Competition will be unrestricted, with no geographical limitations. Joint Ventures are allowable on 8(a) competitive and sole source set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations and guidelines. Any corrections and/or changes can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL. The NAICS Code for this procurement is 541620 with a size standard of $7 million. EPA will award a single Indefinite Delivery/Indefinite Quantity, Fixed Rate contract with a three year base period and one two-year option period. This procurement will be conducted under the Federal Acquisition Regulations(FAR) Part 15. Award will be based on Best Value. The evaluation criteria and proposal instructions will be included in the Request for Proposal. The Request for Proposal will available on EPA HQ website: http://www.epa.gov/oam/solam.htm on or about March 3, 2009 as solicitation number PR-R4-09-10004.
