DATE: April 28, 2009 SUBJECT: Design and Production of Seymour Antelope Headbands SOLICITATION NUMBER: L09PS00411 CLASSIFICATION CODES: North American Industry Classification System (NAICS) code: 315299Small business size standard: 500 employees Product Service Code: 6910 SET-ASIDE STATUS: 100% set-aside for small business CONTRACTING OFFICE ADDRESS: Bureau of Land Management (BLM)435 Montano Road NEAlbuquerque, NM 87107-4935 BACKGROUND: The BLM, New Mexico State Office, seeks to purchase an outreach and education product that will promote our Restore New Mexico program. Currently, we use a costumed character, Seymour Antelope, to generate public interest in the program. To supplement the presence of Seymour at public events, the BLM is soliciting the design and development of an antelope horns headband that can be given to children as a reminder of Seymours Restore New Mexico message. DESCRIPTION: This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number L09PS00411 is being issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-32. This announcement constitutes the only solicitation. Quotations are being requested with an accompanying prototype; a written solicitation will not be issued. The BLM is soliciting quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for the design, development, and production of 10,000 headbands with antelope horns modeled after BLMs Seymour Antelope costume. Offers shall include a Seymour Antelope Headband prototype; see attached photographs and design requirements for guidance. The following factors shall be used to evaluate offers: (1) The design and prototype that best matches Seymour Antelope and (2) the cost per unit. Evaluations will be conducted in order to ensure that the government receives the overall best value. Technical performance and price are equally important. The headband design requirements are as follows:Headband should be plastic or fabric covered, not cardboardHeadband should be flexible to fit various head sizesHorns should extend 6-8 above the headband and be separated from one another with a tuff of hair similar to Seymours The product must include the BLM logo and website on the headband or as a sewn-on tag The contractor shall furnish 10,000 Antelope Horn Headbands, based off of the approved Seymour Antelope prototype, no later than September 1, 2009. The BLM will provide illustrations of Seymour Antelope to guide the development of the headbands. BLM and the contractor shall maintain regular contact during the design and manufacturing process. Potential obstacles in achieving deliverables will be addressed as they are identified. Contractors must be registered with the Central Contractor Register (CCR) and the Online Representations and Certifications Application (ORCA) in order to be considered for a government contract.
