- Introduction: This is a Research and Development (R & D) Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential R & D requirement. Background: The ALS Registry Act (H.R. 2295) was passed on October 16, 2008. The ALS Registry Act amends the Public Health Service Act to require the Secretary of DHHS, acting through the Director of CDC, to (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Purpose and Objectives: This purpose of this procurement is to provide develop statewide registry mechanisms that would allow identifying all confirmed cases of Amyotrophic Lateral Sclerosis (ALS) within participating states. The state-based registries would (a) provide reliable data sources to verify and improve completeness of a National ALS Registry; (b) allow for timely population-based incidence and prevalence estimates of ALS in defined geographic areas; (c) provide data for the follow-up for ALS patients, physicians and caregivers to improve the quality of life of people with ALS; (d) facilitate research related to the causes, cures and prognosis of ALS. A successful offeror will utilize a variety of design and implementation strategies to develop reliable and complete statewide ALS registries. It is anticipated that in each state a variety of data sources will be used to identify confirmed cases of ALS. These data sources could include but are not limited to physician reporting, medical records, death certificates, advocacy group participants, and self-reporting with verification. Although the Government anticipates the NAICS code is 541712 -- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), it is subject to change pending the review of the responses from prospective offerors. The contract will include the following scope of services: Project Requirements: 1. Identifying states who are interested in developing ALS surveillance in their respective states (state-based registries). States should be geographically diverse and have ethnically and racially diverse populations; 2. Preparing a scientific study protocol and obtaining Institutional Review Board (IRB) and Office of Management and Budget (OMB) clearances; 3. Complying with federal regulations and policies regarding contractual procedures; human subjects' protection; participant confidentiality; data security; and Section 508 compliance; 4. Convening experts in surveillance and neurological diseases to determine the best data sources and methods for identifying cases; 5. Developing data sources and reporting as well as regulatory and privacy requirements; utilizing a variety of designs and implementing strategies; 6. Demonstrate data collection in a way that allows sharing of private information so that completeness of the information can be assessed; 7. Designing and conducting studies, program evaluation, survey techniques, program analysis, engineering and program management. Anticipated Period of Performance: The anticipated period of performance is for total base period of 36 months. No options are anticipated for this effort. Other Important Considerations: 1. Experience designing and implementing large-scale (≥500 participants) epidemiologic studies of health effects related to environmental exposures (e.g., criteria air pollutants, pesticides, heavy metals, toxins); 2. Preparing a scientific study protocol and obtaining Institutional Review Board (IRB) and Office of Management and Budget (OMB) clearances; 3. Conducting a longitudinal study that involves identifying and tracking participants over time, from multiple locations across the US; 4. Experience using data management systems that track and consolidate information from the data collection tools and laboratories; 5. Knowledge of federal regulations and policies regarding contractual procedures; human subjects protection; participant confidentiality; data security; and Section 508 compliance; 6. Experience conducting public relations, health education, and health communication related to complex epidemiologic studies and potentially sensitive environmental exposure issues. Contractor Capability (Refer back to the points of work above) Capability Statement/Information Sought: As part of your response, please provide your experience, knowledge and ability to provide the following: 1. Conducting studies, program evaluation, survey techniques, program analysis, engineering, and program management. 2. Experience in management planning and describing approaches for managing work for specific projects to be performed in public health. 3. Experience in developing and utilizing a variety of design and implementation strategies such as physician reporting, medical records, death certificates and self reporting with verification. 4. Experience for acquiring staff for specific projects and having access to recognized practicing consultants in environmental public health. 5. Knowledge of developing packages for IRB and OMB PRA submissions. Note: If the contractor does not have any of aforementioned experience, how does the contractor plan to make up for that gap. Responses must be submitted by not later than 2:30 PM, EST on May 13, 2009. Capability statements will not be returned and will not be accepted after the due date. CAPABILITY STATEMENTS MUST DEMONSTRATE THE CAPACITY TO SUCCESSFULLY PERFORM PROJECT REQUIREMENTS OUTLINED ABOVE. Please address each in order listed above.
