All interested parties should refer to the documents posted for instruction for proposing in response to the A-10 PACAF In-theater Depot RFP. The Official RFP supersedes any previous versions and is the only document to be relied on for proposal instruction. The proposal due date is stated within the RFP document. What about the STE and TE as mentioned in the appendix? R) All Government Furnished Property (GFP) under Appendix B will be provided on a rent-free basis. This includes STE (Special Test Equipment) and ST (Special Tooling). Q) In the head of the STE and TE it is mentioned that we can contact the Loan officer, to lend tooling. Under which conditions and what tooling is available for loan? R) The Government Program Manager will coordinate with the government loan officer for loans of tooling. The list of GFP under appendix B of the contract is what is currently available. Ammended Responces to Feedback on Draft RFP There was an error on question number 28 on the PWS Questions and Answers. Inpsections need to be done IAW SLEP inspection sheets (in the library) Bidder's Library Package 5 Contents Addition (these are explicit access documents, access will only be given to potential bidders to this solicitation as determined by the PCO on a case-by-case basis. Access must be requested via a FBO login) SLEP Inspection Sheets Inspection sheets for Service Life Extention Program (SLEP) Inspections. PACAF Bidder's Library Package 5/Responses to Feedback on Draft RFP 4/24/2009 The government is hereby posting responses to feedback on the Draft RFP and the Bidder's Library Package 5. Response to Q&A to Draft RFP The attached document and spreadsheet contains questions and answers to the feedback given to the draft RFP posted 10 Apr 2009. Bidder's Library Package 5 Contents (these are explicit access documents, access will only be given to potential bidders to this solicitation as determined by the PCO on a case-by-case basis. Access must be requested via a FBO login) PE TCTOs Contains TCTOs related to Precision Engagement. TCTO/Drawing Package A Contains TCTOs and drawings requested by bidders. TCTO/Drawing Package B Further drawings Requested by bidders. Drawing List Contains all drawings available in the A-10 library. Please note that only requests for specific drawings will be considered and blanket requests will be denied. Request For information A-10 Pacific In-theater Depot The Government requests information from potential bidders for the PACAF contract regarding the Precision Engagement modification defined in the draft RFP as CLINs 0017, 0019, and 0020. The Government is interested in the estimated flow time per aircraft and total flow time to complete an estimated 24 aircraft with the Precision Engagement modification and the additional TCTO modifications defined in PWS Para 2.9.2.3. Please comment on the expected learning curve and the maximum number of aircraft that could be inducted and in-work at any given time based on the prospective contractor's capacity. This information is for planning purposes only to support internal USAF A-10 maintenance planning and will not impact contract requirements beyond what is currently defined in the draft RFP. Please provide requested information to the POCs listed below as soon as possible and not later than 23 April 2009. A-10 Pacific In-theater Depot DRAFT RFP 10 Apr 2009 The government hereby is posting the attached DRAFT RFP and all attachments for industry consideration and comment. This is a DRAFT RFP and is for planning purposes only. The time for RFP release is nearing and all questions, comments, and requests for additional information must be recieved before RFP release. Please have all questions/comments submitted by 20 Apr 2009. Bidder's Library Package 4 This package contains all Precision Engagement related drawings. For a copy please contact the POC below. Distribution will only be to potential PACAF bidders. A-10 Pacific In-theater Depot Bidder's Library The government hereby is establishing a bidder's library package for all potential bidders as authorized by the government Contracting Representative. To request of a copy of this data package, please submit your request to representative below. (Note: Package 1 was already posted under the previous RFI and Package 2 was previously posted under this listing, package 3 is new). Contents Package 1: -202 'Non Conforming Technical Assistance Request and Reply' Library Contains a representative sample of the '202s' received and answered during the last 6 months - A-10A/C Technical Orders(TO) Contains a full database of all A-10A/C TOs -Time Compliance Technical Order (TCTO)/Interim Time Compliance Technical Order (ITCTO) library Contains the A-10A/C TCTOs and ITCTOs for this effort. A list of these TCTOs/ITCTOs has been attached to this posting. -Special Tooling/Test Equipment/Equipment List Contains a representative list of A-10 Special Tooling, Special Test Equipment, and other Government Furnished Equipment required for performance of this contract. This list has not been validated and may not be all-inclusive of required tooling/equipment. This list is intended for reference purposes only. The USAF has not yet determined what, if any Government Furnished Equipment will be available and/or provided on this contract. The data for package 1 is contained on PC compatible CDs/DVDs and will be mailed out per request submitted to the below point of contact (1 copy per authorized bidder). Package 2 Section L Parts List The data packages are referenced in section L of the Draft RFP and are provided for informational purposes. SSI Inspection Points Work Specifications In addition, not all SSI inspection points called out in the SSI Work Spec attachment in the PWS are defined in the A-10 Technical Orders. The draft inspection sheets are hereby provided for these inspections pending incorporation of these inspections into the T.O's. These inspection sheets are considered draft and shall be used for planning purposes only. The data for package 2 will be mailed out on PC compatible CDs/DVDs if requested in conjunction with package 1, or e-mailed if requested separately. (1 copy per authorized bidder). Package 3 Maintenance Requirements Review Board Fiscal Brochure (FY12) As requested during the pre-proposal conference the government is providing the Maintenance Requirements Review Board Fiscal Brochure (FY12) with hours per particular tasks. THIS IS PROVIDED FOR INFORMATIONAL USE ONLY. This brochure represents the estimated maintenance man-hours by sub-task as determined by the OO-ALC organic A-10 depot maintenance planners. Offeror's are cautioned that the tasks included in this brochure may not correspond directly to the work requirements specified by PWS. The data for package 3 will be mailed out on PC compatible CDs/DVDs if requested in conjunction with package 1, or e-mailed if requested separately. (1 copy per authorized bidder). Drawings A-10 drawings referenced in work specs and tech data are available upon request to potential bidders as authorized by the Government Contracting Representative. If you require access to specific drawings, please compile a list and provide your request to the below point of contact. Please limit your requests to drawings necessary for bid and proposal purposes.
