Description
THIS IS A COMBINED SYNOPSIS / SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Defense National Stockpile Center (DNSC): This is a Commercial Services requirement: to acquire professional services to inspect, evaluate, test, maintain, and repair the Defense National Stockpile Center (DNSC) Video Teleconferencing (VTC) system; which consists of six separate sites (sub-systems) at four geographical locations: three (3) sites at Fort Belvoir, VA; and one (1) site each at Hammond, IN, Scotia, NY, and Warren, OH. The period of performance for the base period of the contract shall be from the date of contract award through September 30, 2009. The contract will include four (4) one-year option periods. If the government elects to exercise an option period, it will be exercised in accordance with FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000). The Contract Line Item Number (CLIN) and Description of Services are as follows (Description of Services are the same for the base and each option period): Base Period #0001: Inspect, Evaluate, Test #0002: Telephonic Support (Assistance) #0003: Maintenance, Repairs, and Parts Replacement Please see Statement of Work (SOW) in the solicitation for more information. All deliveries are FOB Destination. This acquisition does not have a Defense Priorities and Allocation System rating. This notice advises potential contractors of DNSC Solicitation SP8000-09-R-0005 and constitutes a Request for Quote (RFQ) to fulfill the above requirements; to further advise that quotes will be evaluated for “Best Overall Value” using price and other factors, inclusive of options. The Government intends to evaluate proposals and make award without discussions, however, the Government reserves the right to hold discussions if it is later determined to be in the Government’s best interest to do so. Any subsequent award will result in a Firm Fixed Price type contract. This acquisition is a 100% Small Business Set-Aside. The applicable NAICS Code is 811213 and the Small Business size standard is $7 million. Proposals from all responsible businesses will be considered if no SB proposals are received. Only proposals covering both the basic and all option periods will be evaluated for award. All offers must be in the English language and in U.S. dollars. At a minimum, Federal Acquisition Regulation (FAR) clauses/provisions 52.212-1, Instructions to Offerors; 52.212-3, Representations and Certification----Commercial Items; 52-212-4, Contract Terms and Conditions----Commercial Items; and 52-212-5, Terms and Conditions Required to Implement Statutes or Executive Orders----Commercial Items, are applicable to this acquisition. The scheduled date and time for submission of quotes (proposals) for Solicitation SP8000-09-0005 is Not Later Than May 29, 2009, 1:00 P.M. local time, Ft. Belvoir, VA.
