- Federal Business Opportunities Information SOLICITATION NO. W9128F-09-R-0044 On or about 27 May 2009, this office will issue a Request for Proposal for design/construction of the Mississippi Gate Additional Lane at Buckley AFB, Colorado. The solicitation will close on or about 8 July 2009. This solicitation is RESTRICTED TO SECTION 8(A) PARTICIPANTS WITHIN THE SMALL BUSINESS ADMINISTRATION COLORADO DISTRICT OFFICE. The North American Industry Classification System code for this project is 237310 with a size standard of $33.5 million in average annual receipts. A site visit is scheduled for 16 June 2009 at the proposed Construction Site at 1:30 p.m. (local time). All Contractors must contact the Corps of Engineers Buckley Resident Office no later than 2:00 PM on 12 June 2009 so that arrangements can be made with the Security Police to allow entry of the Contractors onto the Base. Contractors must provide the following information, via e-mail, to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented 2) Visitor Name 3) Visitor Date of Birth and Place of Birth 4) Visitor Driver's License Number Provide a phone number on each e-mail so that information which may require additional clarification can be verified, if necessary. NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY - ONLY AN E-MAIL CONTAINING THE INFORMATION IS ACCEPTABLE. The information will be furnished by the Resident Office to the Security Police at Buckley's Sixth Avenue Base Gate (This is the north gate of Buckley AFB - it is located at 6th Avenue and Aspen Drive). On the day of the Site Visit, Contractors should enter the base at the Sixth Avenue Gate and proceed to the Pass & ID Building just west of the guard shack to obtain a Vehicle Pass. A valid driver's license, current vehicle registration, and proof of insurance will be required for the vehicle pass. Note that the check-in procedure and issuance of a vehicle pass normally takes approximately 45 minutes for the number of people anticipated. Once a vehicle pass is issued, Contractors should proceed to the project site, and meet in the gravel parking lot just east of the project site (the area shown on the plans as the contractor staging area) where a Representative of the Corps of Engineers will meet the contractors to show them the site and the pertinent features. Because of Security issues and badge requirements, please plan to arrive early. Questions regarding the site visit should be directed to the Resident Office at the number listed above with a copy of the questions provided to U.S. Army Engineer District, Omaha, Contracting Division, CENWO-CT-M (John Denning), 1616 Capital Avenue, Omaha NE 68102-1618. Access to Buckley AFB will be denied to anyone failing to comply with the requirements stated above. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See "Obtaining Solicitation Documents" below. Project Description: The Mississippi Gate Additional Lane project is a design-build project to provide renovations to the Mississippi Gate Entry Control Facility (ECF), to include a new Entry Control Guard House, new entry control lanes and traffic islands, removal of existing asphalt pavements, new asphalt pavements, curb and gutter, sidewalks, passive and active barrier installation, speed tables, bollards, traffic control signals, site electrical power and lighting, comms, and demolition of the existing Entry Control Facility (ECF). The new Guard House will require cast in place foundations, HVAC, plumbing, electrical and comm. Facility functions within the Guard House include Administration, Rest Rooms, Elec/Comm Room, and Storage. Total GSF of the Guard House is approx. 441 SF. Design and construction will comply with Anti-Terrorism-Force Protection requirements per Unified Facilities Criteria. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Proposal Evaluation : This project is a Design/Build Project. Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluations factors include: Construction Experience; Design Experience; Past Performance, Construction; Past Performance, Design; Personnel Qualifications and Experience, Construction; Personnel Qualifications and Experience, Design; and Project Management Plan. Price will be subjectively evaluated considering Best Value and Realism. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 420 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
