- Evaluation Criteria Statement of Work This is a Combined Synopsis/Solicitation for a commercial item prepared in accordance with FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Part 15 – Contracting by Negotiation. The Food and Drug Administration has a commercial item requirement to train its field and headquarters operational personnel in the basic legal aspects of the Food, Drug, & Cosmetic Act and related regulations. Training includes two (2) one week (5 workdays) courses in Basic Food and Drug Law. The July 6-10 course will be held in Denver, Colorado. The August 3-7 course will be held in Miami, Florida. The Contractor shall; (1) provide two (2) one week Basic Food and Drug Law courses for up to 60 FDA students per course, (2) design and present the course with the use of an updated course outline provided by the Government that addresses the Government’s training needs through the use of the Government’s textbook/workbook and course materials. The following evaluation criteria shall be addressed by the contractor for this requirement: (I) Understanding the Requirements and Technical Approach, (II) Qualifications and Availability of Personnel as it pertains to the Federal Food, Drug and Cosmetic Act, and (III) Past Performance. Please refer to the detailed description of these criteria attached to this RFQ. This procurement is set-aside for a small business that has the ability to provide the training listed above. A Firm-Fixed Price Requirements contract with cost reimbursement travel is planned. The courses will be held July 6-10, 2009 and August 3-7, 2009. Vendors must be registered in the Central Contractor Registration (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. It is the offerors responsibility to monitor the FedBizOpps web page for any amendments. The NAICS code for this requirement is 611710 and the Size Standard is $6.5 million.
