Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, no additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ1019707 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. Delivery and acceptance will be at Bethesda, Maryland. Delivery Time is 15 to 30 days after receipt of order. National Institute on Drug Abuse, Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Mental Health (NIMH) has an requirement for (47) microarrays platform that contain up to one million probes on a glass slide. The NIMH requires comparative genomic hybridization, copy number variation (CGH/CNV) analyses and are available in a single million-feature array per slide. The new CNV catalog array provides high-density coverage of coding and non-coding regions, emphasizing known genes, promoters, miRNA’s, CNV’s, disease regions, pseudoautosomal and telomeric regions. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet the technical requirements for the CNV microarrays (2) past performance (3) ability to meet the delivery time. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due on May 13, 2009 at 12:00pm EST and will be submitted electronically to gregoryk@nida.nih.gov
