- Pre-solicitation Notice for: Aggregate Effects of Research and Environmental Mitigation Monitoring of Oil Industry Operation in the Vicinity of Nuiqsut PLEASE READ THIS NOTICE CAREFULLY AS IT WILL BE THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a cost reimbursement type contract with anticipated period of performance of twenty four (24) months for the effort described herein. The NAICS code for this acquisition is 541620, Environmental Consulting Services.PURPOSE: The Minerals Management Service is seeking contractors support to evaluate mitigation effectiveness of potential impacts on subsistence hunting activities from six oil and gas development projects near the North Slope Borough community of Nuiqsut. The six projects encompass both offshore and onshore facilities on both Federal and State lands. The study seeks to improve the effectiveness of industrys pre-lease mitigation strategies and post lease operations to ensure that intended environmental protections occur through adaptive management practices. The need for this research is supported by previous social research which indicates that North Slope oil development, in some cases, has reduced access to hunting and fishing areas, altered habitat, and intensified competition for fish and wildlife by non-subsistence hunters.The study will be conducted with the help of an Interagency Steering Committee, formed under the multilateral authority of the Executive Oversight Group of the North Slope Science Initiative, and acting in an advisory capacity to MMS. The study will result in a technical report that includes an inventory of planned mitigation for the six projects, history of mitigation measures, and results of analysis of all information collected; a technical summary of the research, and a draft journal article for potential publication in a peer-reviewed journal. OBJECTIVE/GOAL: The primary goal is to evaluate mitigation effectiveness for Nuiqsut subsistence activities across six different development and projects will be accomplished through the following intermediate task/objectives: Systematically inventory the various mitigation measures that federal and state government agencies have imposed on oil and gas exploration and development operations to protect subsistence activities in the vicinity of Nuiqsut. Document the various formal and informal mechanisms that industry has proposed and implemented to mitigate specific anticipated impacts from oil development in the vicinity of Nuiqsut and its subsistence area, both onshore and offshore.Develop a rigorous and appropriate analytic method to evaluate the social effectiveness of mitigation measures as they pertain to Nuiqsut subsistence activities, with appropriate opportunity for input from various informed representatives of community, industry, and government sectors.Establish an empirical basis to distinguish any relevant differences between offshore/onshore oil related social impacts and mitigation strategies as they pertain to the community of Nuiqsut.Provide socio-cultural insights into the various challenges of mitigation processes to enhance government performance in predicting, monitoring, and managing the oil development process. DESCRIPTION OF WORK All phases of this study shall be conducted in collaboration with the MMS and key stakeholders at the community level. The Contractor shall abide by conventional social science ethical guidelines, including the Principles for the Conduct of Research in the Arctic, and the utilization of social data throughout the course of the study and future publication efforts. The research shall be designed and administered so that information needs are met with minimal disruption to local informants and ongoing subsistence activities in Nuiqsut. The research shall be designed in such a way that it does not require OMB clearance for data collection. The study will research and document both the objective and subjective dimensions of mitigation effects from recent development projects. Data will be gathered from historical records, field visits, and directed conversation with knowledgeable informants who can accurately represent the various perspectives of community, industry, and government.
