- PROPOSAL PREPARATION INSTRUCTIONS, CONDITIONS, AND NOTICES The purpose of these instructions is to provide guidance for the preparation and submission of proposals and to establish specific content of each proposal to assure its completeness and suitability for evaluation purposes. I.Organizational Conflicts of Interest: 1. As defined in Subpart 9.5 of the Federal Acquisition Regulation, an “organizational conflict of interest” exists when the nature of the work to be performed under a proposed Government contract may, without some restriction on future activities (1) result in an unfair competitive advantage to the contractor or (2) impair the contractor’s objectivity in performing the contract work. 2. The CM will be significantly involved in development of the project scope of work, design review, procurement phase services, managing and inspecting construction and providing related technical support services. Therefore, an award to the CM of a contract for A/E services, construction services or consultant services for this project would result in a significant potential conflict of interest. 3. Accordingly, the successful CM contractor, including its subsidiaries and affiliates, shall not be eligible for award of a contract for A/E services, construction services or consultant services for this project, nor shall the CM be a subcontractor or a consultant for this project. 4. The foregoing restrictions on the CM’s eligibility for future contract awards shall end when all work under the CM contract has been completed and accepted by the Government. II.Capability of Firm The Letter of Interest should include the following: 1.Description a.Name, address, telephone, person to contact. b.Name of parent company (if any). (If the offeror is a joint venture, supply requested information on each involved firm.) 2.Staffing Capability The following information is to be provided only for the office (whether main or branch) to be responsible for the work of this project. a.List the number of personnel by discipline in the home office and in field office (construction sites). List each person only once by primary function. b.Workload List work your firm is currently responsible for, percent of design completion and construction completion, firms associated with (if any), and types of services provided. Identify which projects are staffed by personnel proposed for this project and identify the staff by name and position. For each project provide summary of work, location, owners’ contact and telephone number, and estimated construction costs. Limit response to one-half page per project. 3.Construction Management Control System Describe your firm’s competence in the implementation and maintenance of network-based construction management control systems and in the application of systematic cost control methods. Discuss your past and current use of computer systems to monitor project schedules and budgets and to provide data tracking and reporting to in-house and client management. Discuss what relationships your narrative reporting systems have to your automated systems. Discuss the number and type of equipment and programs used. Limit response to two (2) pages. IIIStage I Evaluation Criteria In addition to the submission requirements in the RFQ, the responses to the evaluation criteria should also include the following: Evaluation Criteria (1) Past Performance & Evaluation Criteria (2) Past Experience A.General (Limit the following responses to one page per project.) Provide the following information on each completed construction project: a.Name and location b.Description c.Construction cost d.Design start and completion dates e.Construction start and completion dates f.Actual work you performed g.Owner’s name, address, telephone number and person to contact h.Architect-Engineer’s name, address, telephone number, and person to contact I.General Contractor’s name, address, telephone number, and person to contact J.Similar Services Discuss your experience in providing services similar to those required under this solicitation, e.g., constructibility reviews, estimating, shop drawing, review, value management, life cycle costing, procurement phase services, etc. B.Specific (Limit the following responses to two (2) pages per project.) For the above completed construction projects considered similar to or equivalent to the proposed GSA project, provide evidence that the firm has one-time experience in all of the following areas: -Historic building restoration, conservation and rehabilitation -Seismic upgrade -Modernization of building systems -Hazardous material abatement -High-performance green building -Building Security Upgrades -CMc project delivery method In addition, provide the following information: a.Similarities and Differences Discuss in what way your duties and services on the foregoing projects were similar or equivalent to the services required in this solicitation. Description should be presented in a manner sufficient to permit GSA to assess and to judge the comparable magnitude or effort. b.Discuss any original or unique thinking or judgment exercised by your staff in completing the project. c.For projects in which you provided constructability reviews, list the number and subject of amendments to the solicitation issued during bidding, and note why they were needed. d.Provide the number and subject of change orders issued during construction, state why they were needed, and discuss how they affected construction progress. e.Compare the completed construction cost to the total construction award amount to the final pre-bid estimate to the pre-design construction budget. f.Provide the initial schedule in months for design and for construction compared to actual time spent. g.Describe the extent of your involvement in the project problem solving processing during both design and construction; discuss design or construction omissions, errors, other deficiencies or changed conditions. k.Describe any post-construction problems in start-up, operation, or maintenance. l. In retrospect, explain any aspect of your work that you would have done differently and why. Evaluation Criteria (3) Experience of Individual Team Members (Limit response to one page per person.) A.Identify the project team personnel proposed for this project. For each, provide information on education and background, qualification, training, licensing/registration and experience relative to proposed task assignments. Each resume will include a description of recent past duties and responsibilities performed by the individual on similar projects on which he/she was employed. Describe in detail the exact position and responsibility of the employee for each project. (NOTE; FOR PURPOSES OF PRIVACY, PERSONAL HOME ADDRESSES AND TELEPHONE NUMBERS SHOULD NOT BE INCLUDED IN RESUMES.) Distinguish which personnel will be from in-house staff and which personnel will be provided by consultants. If personnel is to be provided by consultants, provide the name of the employing firm. Identify how long the employee has been with the current employer. A statement should accompany the identification of personnel named above defining the extent of availability and corporate commitment for the proposed positions. Clearly indicate if the person is or is not currently employed by the offeror and, if not so employed, what kind of commitment or offer of employment has been made to assure availability of this person to the project. B. Provide a narrative of the team’s demonstrated ability of working effectively together. Evaluation Criteria (4) Management Strategies A.Project Definition Describe characteristics of the project to demonstrate basic understanding of the project. Discuss probable major problem areas and likely solutions. Limit response to one page. B.Project Position Requirements 1.For each phase of the project, provide a detailed organizational chart of the CM firm showing interrelationships among the CM employees, the CM sub-consultants, Construction Contractor(s), the CO, the A/E, and the GSA Project Manager and Construction Engineer. Show organizational elements participating in the project for each phase. Lines of authority within the CM firm must be clearly indicated. 2.Staffing Plan List all positions that you judge to be relevant to the requirements of this project. Describe the tasks of each position in detail. 3.Identify names for each position and designate home office verses on-site project team verses consultant assigned positions. C.The CM Team Discuss the effectiveness of the proposed project team’s working relationship. If the offeror is a joint venture, explain how the offeror proposes coordinating the services of the various firms. Limit response to one page. D.Testing Firms Identify the types of testing you feel are required by the project, identify proposed testing subcontractors, and describe the qualifications of proposed testing subcontractor(s).
