Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Proposals are being requested based on this announcement. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-32, effective March 31, 2009. The North American Industry Classification Code (NAICS Code) is 541511 (Custom Computer Programming Services), business size standard of $25.million in annual receipts. This is a 100% small business set-aside. BACKGROUND: The Office of the Special Trustee for American Indians (OST), Office of the Chief Information Officer (OCIO), recently engaged a contractor for the development and implementation of the Secure Trust Accounting Record System (STARS) that tracks work ticket documents and reconciles cash at the end of the day. The application meets all contractual functionality but functions at an unacceptable pace. System speeds impede workers to complete their work the same day, and to complete the daily cash balancing. The STARS was developed as a ColdFusion application and has experienced chronic intermittent slow processing speeds and caused delays in procession critical cash related documents. It is suspected that the ColdFusion accesses to the database and the subsequent data population of the screens may be the major problem. DESCRIPTION OF REQUIREMENT: OST is seeking a qualified professional company with the ability to perform an analysis of the STARS system. This analysis will primarily focus on the ColdFusion implementation but will also analyze the effect of architecture, hardware, STIGs, drive mapping, and communications routing, and connections and will result in recommendations for ways to improve processing times to the expected standards and to eliminate or mitigate bottlenecks and slow downs. The Government anticipates awarding a labor-hour contract with an anticipated performance period not to exceed 80 hours. A detailed performance evaluation report shall also be required within one week of completing the analysis. PROPOSAL SUBMISSION: Contractors with the ability to provide the services outlined above must provide the following information: Hourly RateEstimated Number of HoursEstimated Travel CostsA qualifications statement which outlines the contractor's technical qualifications, specifically related to ColdFusion applications. This outline must also include examples of specific projects similar in nature as well as a minimum of two references for evaluation purposes. Award of this contract shall be based on a best value determination with technical and past performance being equal in importance and significantly more important than price. CLAUSES: The following provisions and clauses will apply to this procurement: FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS FAR 52.212-02 EVALUATION - COMMERCIAL ITEMS - 1. Technical Capability: Experience and abilities analyzing existing programs, specifically programs using the ColdFusion application. 2. Past Performance: The Government may, at its discretion, base past performance on past knowledge and experience with the contractor, supply or service being provided, customer survey or other reasonable basis. 3. Price: Award shall be made to the Offeror whose proposal is determined to represent the best value to the Government, after considering technical and past performance.
