Description
Please note the following changes to the pre-solicitation notice: 1. The anticipated issuance date for this solicitation has been extended. The Government anticipates issuance of the Request for Proposal on or about May 1, 2009 with proposals due forty-five (45) days after solicitation issuance. 2. The solicitation will NOT be posted to FedBizOpps. It will be posted to the USEPA Acquisition Management website: http://www.epa.gov/oamsrpod/lasc/0812472/index.htm Interested parties should monitor the website for information regarding the procurement, including applicable COI provisions and clauses, the solicitation and any amendments. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any. 3. All questions regarding this solicitation shall be submitted in writing to Kristin Farris, Contract Specialist, at farris.kristin@epa.gov. NOTE: NO TELEPHONE CALLS WILL BE ACCEPTED. 4. This is an amendment to the pre-solicitation notice only. There is no solicitation currently available and the Government will not consider offers submitted prior to solicitation issuance. Interested parties should monitor the US EPA website listed above, and ensure that their proposal conforms to the requirements specified in the solicitation, and any amendments thereto. The U.S. Environmental Protection Agency (USEPA), Office of Superfund Remediation and Technology Innovation for Office of Solid Waste and Emergency Response, has a requirement for multi-media, multi-concentration dioxin/furan analytical services to meet Superfund site-specific needs. This requirement will provide a contractual framework for qualified laboratories to apply EPA analytical methods. This acquisition will be scheduled for full and open competition. This requirement will satisfy a need for qualified laboratories to perform analytical service for the isolation, detection, and quantitative measurement of 17 2,3,7,8-substituted tetra through octachlorinated dibenzo-p-dioxins (CDDs) and chlorinated dibenzofurans (CDFs) in water, soil, sediment, sludge, tissue (no human tissue), ash, oil, and oily matrices. The analytical service provides the methods to be used and the specific contractual requirements by which the Government will evaluate the data. This service will use a High Resolution Gas Chromatography/High Resolution Mass Spectrometry (HRGC/HRMS) method to analyze the target compounds. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contracts with a five (5) year term (two (2) year base period and three (3) one-year option periods). Detailed information on the analytical requirements is provided via Statement of Work for Analysis of Chlorinated Dibenzo-P-Dioxins (CDDs), and Chlorinated Dibenzofurans (CDFs) DLM02.0, and the Statement of Work for Analysis of Chlorinated Biphenyl (CB) Congeners CBC01.0 which are posted to the following web page: (http://www.epa.gov/oamsrpod/lasc/0812472/index.htm) The Government contemplates release of the solicitation on or about February 28, 2009 with proposals due thirty (30) days after the release. The solicitation will be synopsized in FedBizOpps (https://www.fbo.gov) and on the USEPA Acquisition Management site (http://www.epa.gov). It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments, if any. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.
