- National Aeronautics and Space Administration (NASA), John F. Kennedy Space Centerintends to negotiate sole-source contracts with several Principal Investigators (PIs) aspart of the NASA Exploration Systems Mission Directorate (ESMD) Senior Design Course. The requirement was initially solicited to the National Space Grant Consortia (SGC) in2008. The action is based on a 2009 NASA's ESMD partnering with the National Space GrantConsortia for Space Grant Summer Faculty Fellowship Projects. The National Space GrantConsortia (SGC) was established by Congress in 1988 and implemented by the NASA in 1989,the National Space Grant College and Fellowship Program (also known as Space Grant)contributes to the nation's science enterprise by funding research, education, and publicservice projects through a national network of 52 university-based Space Grant consortia.These consortia administer programs in all 50 states, the District of Columbia, and theCommonwealth of Puerto Rico. The consortia's 820 affiliates include 531 academicinstitutions and 80 businesses. Other partners include state and local governmentagencies, other federal agencies, and nonprofit organizations. The National SGC networkwas utilized to advertise this opportunity due to their diverse and widespread networkinto higher educational institutions, and the previously established partnership for theESMD Space Grant Faculty Project. The solicitation was sent to all 52 Consortia, and eachof them forwarded it to their affiliates, who in turn forwarded it to engineering facultyin their university. By utilizing this network thousands of university faculty wereinformed about this solicitation. This action represents the announcement and award phaseof the above process. The Government intends to acquire a commercial item using FAR Part12. The selected projects, PIs and universities are identified below.1. James M. Conrad, University of North Carolina at Charlotte. Jiang Guo, California State University Los Angeles. Selected Project: JPL2-01-SDSpacecraft Flight Project and Design Practices Software for Mission Operations Assurance(4200292482)4. William Cross, South Dakota School of Mines and Technology. Selected Project:MSFC1-22-SD Development, Characterization and Evaluation of Lunar Regolith and Stimulants(4200292460)5. Alakananda Bandyopadhyay, Alabama A&M University. Selected Project: MSFC2-28-SDSimulation of Propellant Loading in Launch Vehicle (4200292458)Interested organizations may submit their capabilities, qualifications and/or comments onthis effort to the identified point of contact not later than 4:00 p.m. local time on May08, 2009.
