- Description
- The VA Maryland Health Care System at the VA Medical Center, Perry Point, Maryland is seeking services of a qualified Service-Disabled Veteran Owned Small Business to completely prepare site for building operations, including demolition and removal of existing structures, and furnish the labor, materials, equipment, and supervision required to construct a new Exercise and Robotics Research Center located at the Loch Raven VA Community Based Outpatient Clinic (CBOC) at 3901 The Alameda, Baltimore, MD 21218, (Baltimore City). The base bid is a 15,500 SF structure connected to an existing building at the Loch Raven CBOC and construction. There will be three deduct bid Alternates The first deduct Alternate will comprise of the base bid for the entire project except delete the demolition of existing covered walkway from the clinic to the existing canopy and delete the construction of the new connecting corridor from the existing clinic to the new research building. The second deduct Alternate will comprise of the base bid for the entire project except delete the Uni-strut support system between column lines E to North wall of room 101 and 10 to 11 delete Uni-strut support system and Uni-strut trolley rail below ceiling between column lines E to G and 11 to 12 and replace with an Eye Hook Support system to structure above each treadmill. The third and final deduct Alternate will comprise of the Base Bid and both the alternates in the first and second deduct Alternates as described above. The building will contain a new Exercise and Robotics Research Facility and will be constructed of concrete footings, concrete masonry foundation walls, concrete floor slab, brick and exterior insulating finish system (EIFS) on insulated metal stud framed walls. The roof structure will be structural steel framing with metal bar joists framing, insulation sheathing, and asphalt shingles supported by steel columns. The connecting corridor is a low sloped structure with membrane roofing. The project includes all site work, retaining walls, utilities, HVAC, plumbing and electrical work for a complete operational building. All work is to be completed within approximately 420 calendar days after date of receipt of Notice to Proceed and includes final inspection and clean-up. The NAICS Code for this procurement is 236220. To be considered a small business under this code, the SBA standard size must not exceed $33.5 million. The construction cost range for this project is between $5,000,000 and $10,000,000. The solicitation package for IFB# VA-245-09-IB-0117 is estimated to be posted on Fed Biz Opps, which can be accessed at http://www.fedbizopps.gov, on or about May 20, 2009. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST registers at Fed Biz Opps (www.fedbizopps.gov) in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the Fed Biz Opps website. A pre-bid conference is scheduled for 1 pm EST on June 3, 2009 at the Loch Raven Community Based Outpatient Clinic (CBOC) located at 3901 The Alameda, Baltimore, MD 21218. The conference will be held in room 1A112. There is a large parking lot at the east of the Loch Raven CBOC. Please allow enough time for parking and finding the conference room if you are not familiar with the Loch Raven VA campus. The bid opening will be on or about June 25, 2009. The bid-opening will take place at the Perry Point VA Medical Center in Perry Point, MD 21902. The building and room will be specified in the solicitation. The deadline for receipt of questions is 10 calendar days prior to bid opening. All questions must be submitted in writing to the Contracting Officer.
