Description
Provide Full Service Maintenance for XEROX Brand equipment, maintenance includes the following: 1. Provide Xerox copier maintenance contract through USCENTCOM's FY 09. 2. The Period of Performance shall be for six months, date of award to September 30, 2009. 3. Provide toll free customer support telephone number. 4. Provide customer support Monday through Friday from 8 am to 7 pm EST. 5. Provide 1 hour telephone response. 6. Provide 4 hour on-site response when determined by USCENTCOM. 7. Provide next business day shipment on repair parts. 8. Provide site to download latest Xerox software updates for copiers covered under maintenance contract. 9. Must be authorized by Xerox to perform maintenance on Xerox copiers which are certified by National Information Assurance Partnership (NIAP) at evaluation assurance level 2 (EAL). 10. Must not perform unauthorized repair which may null and void the maintenance agreement. 11. Provide the Xerox Metered (Cost per Copy) supply program a. Maintenance cost is calculated by customer volume, not paper sizes or area coverage. b. Monthly meter reads are provided by USCENTCOM. c. Billing will be charged monthly in arrear. d. Includes all labor, parts, and supplies (except paper and staples). e. The Xerox metered supplies program has the cost of supplies built into the monthly equipment / service invoice. These supplies include black toner, black developer, copy cartridges and fuser oil for black & white equipment at no additional cost. For full color equipment, color developers and toners are also included at no additional cost. f. Provide automatic replenishment system to replace supplies based on meter readings. Provide Fine tuning of automatic replenishment rate for black & white and color equipment if required. Provide free shipping for supplies. 12. Provide Xerox Total Satisfaction Guarantee: a. Replace copier(s) without charge with an identical model or with a machine with comparable features and capabilities at USCENTCOM's request. b. Replace copier(s) without charge with an identical model or with a machine with comparable features and capabilities in cases of acts of God (e.g., flood, earthquake, wind). 13. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. The following clauses apply to this RFQ: 52.211-6 Brand Name or Equal; 52.217-5 Evaluation of Options; 52.217-8 Option to Extend Services; 52.217-9 Option to Extend Term of the Contract; AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsman Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
