Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W16XU790610302 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 333924 with a small business size standard of 750 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-05-01 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Drum, NY 13602 The USA ACA Ft. Drum requires the following items, Brand Name or Equal, to the following: LI 001, Truck---Engine: 405 Horsepower with engine break; six speed Allison automatic transmission with PTO provisions; 30,000 lb single reduction locking main differential; 20,000 lb axle forward front axle; single lube for transmission and rear end; dual steering gear boxes; 20 inch front frame extensions for snow plow mounting; hood hatches for servicing; front rubber fender extensions, body builder wiring and switches for accessories; 145 amp alternator; air dryer Bendix ad-9 (or equal); fuel water seperator; fuel heater; engine block heater; left and right motorized mirrors; cab air bag suspension; AM/FM radio; high ride back air ride seats for driver and passenger; heavy duty heater with AC; dust shield for all axles, road watch air and road temperature guage; 315-80R22-5 all position steer tires on Hub Piloted rims; 12R22-5 traction tires for drive axle on hub piloted rims; right front spring build up for snow wing application; ***equipment to be installed on truck prior to delivery*** transmission mounted tandem commercial pump; transmission mounted PTO air operated; Dell air controls for plow and wing on swivel pedestal; dual flow control valve for sander with front and rear disconnects; heavy duty one way plow 11 foot, 30 inches to 53 inches; heavy duty power tilt front hitch; 11 foot / 12 foot SD leveling wing system with minimum 68 inch bench height; full trip front dee and rear trip brace arm; extra mold board show; duel LED wing lights; drivers side mounted LED spinner light; cable control front and rear wing lift; 10 foot 304 guage stainless steel sander with 10 guage 52 inch side height; 304 stainless steel cab shield; heavy duty top grates with 6 inch rise; rubber side shields; chain adjusters and degrease tubes extended to the rear; ratchet chain hold down kit with trunion bar latch; stainless steel light bar with LED Stop Turn Driving and two yellow alternating flashers; 10 foot dump body with platform lift; 7 guage sides with 30 inch side height 42 inch head and 38 inch rear; air tailgate release; 7 guage cabshields; single fold up ladder mounted on driver's side; dual horizontal braces; 1/4 inch AR steel floor; 2 rear strobes facing rearward in corner posts; 2 front strobes facing front, forward mounted flush in cab shield; LED park Turn Stop mounted in rear corner posts back up lights also, all box lights to be LED, dump body to be painted highway yellow. ***chassis*** Minimum wheel base of 193 inches; minimum cab to axle of 92 inches; after axle is minimum of 44 inches., 4, EA; For this solicitation, USA ACA Ft. Drum intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Ft. Drum is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.
