Description
The successful offeror shall perform mathematical analysis on a variety of engineering and natural resource management projects. The successful offeror shall analyze provided data and create statistical analysis to support the project goals. The goals can be, but are not limited to, probability, design for experiments, spatial statistical analysis, multivariable analysis, etc. The types and breadth of upcoming analysis needs are not fully known. However, the following information is provided to indicate the type of work that has been accomplished in the past as well as some future needs. •Multi-variable analysis on the probability and prediction of fire ignitions from muzzle loaded guns. •Airtanker drop pattern analysis. The Forest Service has collected a significant amount of retardant drop pattern information. Additionally, the Forest Service has either caused or supported the development of several prediction drop pattern tools. The Forest Service has implemented a rudimentary replication process where the controllable parameters are attempted to be identical to produce the same ground pattern. We are seeking a multi-variable analysis of our data and models to indicate the reproducibility of a single pattern and determine the number of replicate drops necessary to capture a two/three sigma variation on the ground patterns. •The Forest Service will be testing a new fire retardant delivery drop system. The concept is outside of our prior implementations. The system drops boxes with a bladder inside that contains the retardant. The Forest Service needs an analysis to determine the probability or reliability prediction of opening on the concept. •The Forest Service performs testing on a number of products used in natural resource protection (e.g. fire tools, cargo nets, and fire hose). We have developed and implemented several tests to assure the proper design and manufacture of these products. A statistical analysis of our processes for testing is needed to assure that our results represent the quality of the product under test. For example, fire hose is selected based on standard quality sampling procedure. A segment of the hose is then peel-tested for adhesion of the water way to the outer fiber. The analysis of our testing process needs to determine the number of samples appropriate to assure the quality of the hose being supplied to the agency. This soliicitation will be a cascading set-aside with a preference for HUB Zone Businesses, then Veteran-owned Service-disabled Businesses and the last tier preference being Small Businesses. The solicitation will be available on FEDBIZOPPS on or about May 14, 2009.
