- The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate a cost reimbursement type contract to evaluate hepatitis B vaccine-induced immunity among US-born adolescents who received hepatitis B primary vaccination series during early childhood. Vaccination against hepatitis B (HB) starting at birth is safe and highly effective in preventing chronic HBV infection. Studies of children vaccinated with plasma-derived vaccines, available since the early 1980s, have shown protection from the vaccine to last at least 20 years. A number of investigators believe this immunity may be life-long, but actual determination of duration and magnitude of this immunity, including in persons who do not respond well to vaccination, can only be determined as current cohorts of adolescents who were immunized as infants enter periods of higher risk for HBV infection. Since the late 1980s, recombinant HB vaccines have gradually replaced plasma-derived vaccines such that within the next few years, plasma-derived vaccine will have been almost completely phased out globally. Routine use of recombinant hepatitis B vaccine has been widely implemented only in the last 15 years or so, and as a result there are limited data on long-term protection among those vaccinated beginning at birth in countries of low HBV endemicity. Therefore, the major tasks to be completed under this contract include: 1) To evaluate lasting immunity against hepatitis B provided by vaccination received during early childhood (i.e., all 3 vaccine series should have been received within the first 9 months of life) 2) To evaluate the efficacy of the vaccine in preventing HBV infection by testing for relevant serologic markers. 3) To evaluate whether natural boosting from exposures to HBV has an impact on the duration of hepatitis B vaccine-induced immunity by analyzing anamnestic response among Whites vs. Blacks. 4) To identify potential risk factors associated with failure to respond to a booster dose of the hepatitis B vaccine The CDC anticipates a period of performance of two years. This is not a Request for Proposal. The intention of this notice is to notify potential offerors that Solicitation No. 2009-N-11287 will be available for download on the Federal Business Opportunities website at www.fedbizopps.gov on or before May 15, 2009. This will be a full and open competition. Additionally, all amendments and responses to questions will be posted on the Federal Business Opportunities website. The Government reserves the right to cancel this solicitation, either before or after the closing date.
