The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below US Personal Services Contract American Embassy Mexico City, Mexico Narcotics Affairs Section Merida Supervisory Contract Administration Advisor GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND: The Merida Initiative is a new, comprehensive, multi-year regional initiative designed to provide U.S. foreign assistance to Mexico, Central America, the Dominican Republic, and Haiti in support of counternarcotics, law enforcement professionalization and criminal justice capacity building efforts that will initially provide over $215 million to Mexico and $29.8 million to Central America, the Dominican Republic, and Haiti. The FY 2009 budget proposal and FY 2009 bridge supplemental includes $498 million for Mexico and $100 million for Central America and the Caribbean. Total funding will approach $1.4 billion over the life of the program. The Narcotics Affairs Section (NAS) is the office in the U.S. Embassy to Mexico that manages assistance activities funded through the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL). NAS manages bilateral assistance programs that design, build and nurture the capabilities of law enforcement agencies (LEAs) in Mexico, Central America and the Caribbean, by investing in the professionalization of host government personnel and improvements to the infrastructure of host government agencies through the provision of professional training, equipment, and other needed goods and services. The incumbent of this position will fall under the supervision of the NAS Management Officer located at the U.S. Embassy in Mexico City, Mexico. B. PURPOSE: The Supervisory Contract Administration Advisor (S/CAA) will supervise a team of two other Contract Administration Advisors responsible for oversight of a variety of program and Merida Initiative contracts implemented in Mexico to address: counternarcotics and trafficking issues; port, airport and border security issues; operational technology for intelligence services; police crime prevention modernization matters; drug demand reduction; improving criminal justice systems; and anti-corruption, transparency and human rights issues. Many of these program counternarcotics, law enforcement and judicial reform activities will be implemented through contracting actions with U.S. and host country companies. The S/CAA and his/her team will also work closely with Program Coordinators and their deputies who will fill the role of Government Technical Monitor (GTM) for all or most contracts. The GTM will monitor and inspect the contractor’s progress and performance to assure compliance with the contract terms and conditions. The contract administration advisors will ensure contractual terms are adhered to, and take appropriate action should the contractor not be in compliance. I. STATEMENT OF WORK ESSENTIAL DUTIES AND RESPONSIBILITIES: Under the guidance of the NAS Management Officer and Contracting Officers at post, INL Washington or the Regional Procurement Support Office (RPSO), and in coordination with Program Coordinators/Deputies, the Supervisory Contract Administration Advisor will directly or through supervision of team members complete the following duties: 1. Coordinate with the contractor(s) on technical matters that may arise in the administration of the contract(s). 2. Maintain constant cognizance of technical compliance with contract terms on the part of the contractor. 3. Know and understand the terms and provisions of the contract(s). 4. Know the scope and limitations of his/her authority. 5. Use good judgment, skill and reasonable care in the exercise of authority. 6. Protect privileged and sensitive procurement information. 7. Provide procedural clarification as to the meaning of the contract(s) specifications including inspection, testing and acceptance procedures. 8. Respond to problems identified by the GTM to assure compliance with the contract terms and conditions to include: acting proactively to resolve any problems that interfere with contract progress and with the completion of the project; identifying, investigating, and taking corrective actions on routine problems and in those cases where problems cannot be resolved within his/her realm of authority, making recommendations to the Contracting Officer on appropriate corrective action and then implementing these actions upon approval. 9. Promptly notify the Contracting Officer in writing of any noncompliance or deviation in performance or failure to make progress, and b) with regard to preparing receiving reports and/or approving invoices for payment, execute these documents promptly and transmit them to the designated payment office within five calendar days. Delays in processing receiving reports and/or invoices may cause late payment by the USG that would incur interest charges. 10. If progress payments are authorized under the contract(s), verify efficient and satisfactory performance of work by the contractor(s) and authorize progress payments. 11. If the contract(s) contains a warranty or maintenance clause, notify the Contracting Officer and contractor of any deficiencies in workmanship or materials immediately and monitor response and repair times as stipulated in the contract. 12. If performance of the contract(s) might require (or be enhanced by) entering into a subcontract other than the one to which the Contracting Officer has already consented, and if the CAA is aware of suitable potential subcontractors, s/he may so inform the contractor and promptly inform the Contracting Officer. 13. If appropriate, periodically visiting the contractor’s plant to check on the following aspects and informing the Contracting Officer of your findings through submission of a trip report prepared in accordance with your office’s internal procedures: a) actual performance versus scheduled performance, and b) action needed, if any, to restore the contract schedule. 14. If applicable, implementing the Government Furnished Property (GFP) provisions of the contract. S/CAA responsibilities with regard to GFP include: a) preparing itemized lists of GFP showing serial numbers, if any, and approximate value of each item, b) providing the Contracting officer with the GFP list and contractor receipts for GFP, c) ensuring delivery of the GFP to the contractor(s) is made in accordance with the contract, and d) inspecting each unit of GFP upon its return from the contractor(s) and notifying the Contracting Officer of such return and/or any deficiencies. 15. If applicable, ensuring, in consultation with the appropriate program coordinator and GTM that all acceptance tests required by the contract in accordance with the time limitation stated therein. The results of the acceptance tests must be forwarded to the Contracting Officer. 16. Upon completion of the contract(s), preparing a statement of satisfactory performance or a statement of any deviations, shortages or deficiencies. In addition to this written statement, you must submit a completed form DS-1771, Contractor Evaluation Statement, to the Contracting Officer. II. Minimum Qualifications 1. Citizenship: Must be a U.S. citizen able to obtain a Department of State secret security clearance. 2. Education: Must have a Bachelors degree from an accredited institution. 3. Foreign Language: Must have a tested Spanish language proficiency at the FSI 3/2 level. 4. Computer Skills: Must have a good working knowledge of MS Outlook, Word, Excel and PowerPoint. 5. Work Experience: Must have a minimum of 5 years of previous work experience in the area of project management, contracting and/or contract oversight. 6. Specialized Experience: Must have a minimum of 2 years previous work experience in the Department of State, a U.S. Embassy or another USG agency in a comparable overseas, multicultural environment. 7. Management Experience: Successful supervisory and leadership experience in a multicultural environment is required. A demonstrated ability to make sound decisions in a timely manner is vital. Must have developed problem-solving skills, initiative and the ability to be sensitive, flexible and creative when problems arise. Ability to multi-task, working on and bearing responsibility for several simultaneous in country projects while keeping the overall program goals in perspective. 8. Leadership Experience: Must have a proven ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization. Must have a proven ability to represent effectively through personal contacts with the foreign governments, as well as with counterparts within the USG. 9. Knowledge: Must be familiar with 14 FAH-2 Contracting Officer’s Representative handbook, Department of State Acquisition Regulations (DOSAR 642.270) and US Federal Acquisition Regulations (FAR), contracting, management regulations and logistics and financial management policies and commercial procurement procedures. Must have current certification as a USG Contracting Officer’s Representative (COR). 10. Communications: Must have proven ability to communicate effectively, both orally and in writing. III. PHYSICAL DEMANDS AND WORK ENVIRONMENTS Office environment: Normal routine will involve deskwork and working at a computer terminal with travel in Mexico and United States. The S/CAA will be based at the main NAS office in Mexico City. IV. POSITION ELEMENTS 1. Supervision Received: The incumbent will report to the NAS Management Officer and will receive general guidance from that individual. The incumbent will receive administrative, management and program policy direction concerning overall program priorities and objectives, after which s/he independently negotiates the scope and objectives of each tasking with little input or review by her/his supervisor. 2. Supervision Exercised: The incumbent is responsible for supervising a staff of two American PSCs in the NAS Management Office whose duties include: CAA for Mexico and CAA for IT. 3. Guidelines: The incumbent will be guided by the Foreign Affairs Manuals for Personnel Management (3 FAM), Financial Management (4 FAM), General Services (6 FAM) and Logistics Management (14 FAM), and associated Foreign Affairs Handbooks, the Federal Acquisition Regulation (FAR) and the Department of State Acquisitions Regulations (DOSAR). Supplementary guidance will be provided by The INL Financial Management Handbook, INL Program and Policy Guide, and INL Procurement Policies and Procedures Handbook. 4. Complexity: The work involves planning, organizing, and managing day-to-day contract oversight responsibilities for Mexico. 5. Scope and Effectiveness: The incumbent performs a broad range of tasks related to a complex foreign assistance program in Mexico. NAS programs have a significant impact on embassy operations including those of other USG agencies. 6. Personal Contacts: The S/CAA will work closely with NAS personnel, Embassy Management Section personnel, other embassy USG law enforcement agencies, contractors implementing NAS projects, and host country counterparts. V. Evaluation Criteria Factor 1. (Work Experience): Demonstrated work experience in the area of contract management and/or logistics management, preferably with the Department of State (domestic or overseas). Entry level salary will normally be at the first step of the grade range for the position. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
