Description
Scope of Work for Decontamination of Hot Cells Supplier Data Sheet and Business Size Certification Form Radiation and Contamination Survey Reports Drawings This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market capabilities. There is not a solicitation available at this time. However, upon review of the capabilities statements, WVES will make a determination if the information submitted meets the minimum technical qualifications specified and whether to include the organization in any future potential solicitations for the scope of work. Interested organizations should submit their written capability statements by 5:00 pm on May 6, 2009 to the following email address: lynn.hollfelder@wves.org. The proposed scope of work is for a decontamination technology that will effectively remove high contamination levels of mixed fission products by both hands-on and remote methods without creating an inhalation hazard when contacting or reacting with fixatives. Capability statements will not be accepted after the due date. Facsimile transmissions will not be accepted. Capability statements must include company name, address, point of contact, phone/fax/email, and completion of WVES Form WV-0150, "Supplier Data Sheet and Business Size Certification Form." Capability statements shall include documentation that demonstrates the organization's ability to meet the following minimum requirements: • Past Experience - Provide supporting documentation demonstrating that your proposed decontamination system/method has a minimum of five (5) years of proven experience with decontaminating radiation levels and radioisotopes similar to those specified in the WVES scope of work. The experience shall be specific to both Department of Energy (DOE) complex sites and commercial nuclear facilities. • Past Performance - Provide supporting documentation demonstrating a minimum of two (2) DOE projects and two (2) commercial nuclear projects of similar complexity and magnitude which have been performed within the past five (5) years. For each project, provide references which include the Project Manager name, phone number, subcontract number, brief scope of work, period of performance, and dollar value. • Secondary Waste - Provide supporting documentation demonstrating the effectiveness of your proposed decontamination system/method in minimizing the amount of secondary waste generated during decontamination operations. • Project Engineer/Manager Qualifications - Provide supporting documentation demonstrating a minimum of five (5) years of strong project engineering/management experience relative to operating your decontamination system/method. • Project Schedule - Provide supporting documentation demonstrating your ability to complete the scope of work within a two (2) month schedule. •Quality Assurance - Provide supporting documentation demonstrating your ability to operate to ASME NQA-1, 1989 and 10CFR50 Appendix B. • Other Technical Requirements - Provide supporting documentation demonstrating your ability to: -Utilize remote handled equipment and tooling to decontaminate and process radioactive waste. -Process radioactive waste containing radioisotopes including CS-137, Sr-90, Am-241, I-129, and various Uranium and Plutonium isotopes. • Allow WVES to final package waste generated through the decontamination process into waste containers meeting Nevada Test Site (NTS), Energy Solutions or Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria (WAC's).
