Description
The solicitation number is FN1289-09 and this solicitation is issued as an Request for Proposal (RFP). It is UNICOR's intent to enter into a Firm Fixed Price Requirements Type Contract for a comprehensive wood based seating line. Period of Performance is date of award through five (5) base years with Five (5) option years if exercised. Delivery shall be no later than 21 calendar days for the initial delivery order and 7 calendar days for each subsequent delivery order. For years UNICOR has offered various seating products that include finished wood products. UNICOR has developed significant internal capacity to produce various chair parts. We are looking to update our sealing lines in these areas. We would like to consider both new wood based seating products and component parts for existing product lines. We will consider proposals to provide engineering and design support as well. In all cases the design rights and intellectually property rights would become UNICOR's either after some period of time or in design fees. UNICOR can at anytime elect to produce any of the items at UNICOR seating plants. The design rights will be UNICOR's exclusively. We desire a line that would be competitive with those items in the commercial market place. All items offered shall not infringe on any patents. The product lines would become UNICOR's. UNICOR would have the right to out source parts from other vendors. Compensation for these services should be part of your proposal. UNICOR is primarily interested in employing inmates. As such proposals that most effectively generate inmate work opportunities and effectively make use our plant capacity while offering competitive product lines will be highly desired. We are seeking offers that best balance the many needs of our organization. UNICOR intends to enter into a firm fixed price requirements type contract for a comprehensive wood based seating line to include but not limited to parts, ownership of design rights, vertical integration, consignment inventory, maintain a family appearance, marketable combination of price, aesthetics and comfort, sample submissions, and Greenguard Certification. All pricing shall be FOB Destination to the following Seating factories: USP Allenwood, Federal Prison Industries, Route 15 South, White Deer, PA 17887, FCI Florence, Federal Correctional Complex, Federal Prison Industries, 5880 State Highway 67, South, Florence, Colorado 81226 and shall include shipping cost. UNICOR may add other seating factories to the contract at a later date through a contract modification. This is a full and open competitive Request for Proposal for a comprehensive wood based seating line. The Government will award a contract(s) to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a best value procurement. Additional information and specifications will be provided in solicitation document. All responsible offerors may submit an offer which will be considered All questions must be sent via email to tcavanaugh@central.unicor.gov or fax at 202-353-7794 or Linda Kerr at LLuke@central.unicor.gov or fax 814-362-4151. All amendments issued must be signed and returned before offer closing date and time. All offerors must complete the Business Management Questionnaire in Section L with at least three references that are similar in size and scope of this requirement. A completed ACH form must be submitted with written proposal. You may obtain an ACH by logging onto UNICOR website at www.unicor.gov, Contract Opportunities, For Vendors, Electronic Vendor Payments. All offerors must be registered in the CCR and ORCA prior to submission of offer to be considered for award. If you have not registered in the CCR you may do so by logging onto http://www.ccr.gov. You must complete your CCR registration before you can register for ORCA. You will need your MPIN from your CCR registration to register for ORCA by logging onto https://orca.bpn.gov. This applies to new and existing UNICOR suppliers. Offerors shall submit signed and dated offers by facsimile to 202-353-7794 to the attention of Tatea Cavanaugh, Contracting Officer, or by mail to 400 First Street NW, 7th Floor, Washington, DC 20534. No proposals shall be sent to the factory. If proposals are submitted to the factory and not to the contracting, the proposal will considered late and will not be evaluated for award. Original copies of proposals must be received within two days of offer closing date and time for receipt of proposals. The fax cover sheet and the front of the envelope shall reference the solicitation number, closing date and time. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value to the government. Offeror must hold prices firm for 30 calendar days from the date specified for receipt of offers. Offers received after the exact time and date specified will not be considered. Effective January 1, 2005, all offers are required to complete Section K, Representations and certifications by logging onto http://orca.bpn.gov. It is the offerors responsibility to ensure data is up to date at all times, therefore before you submit your proposal you shall check to verify all information is accurate and current. The solicitation will be available on https://www.fbo.gov/b on or about May 1, 2009. No copies of the solicitation will be mailed. All responsible offerors may submit an offer which will be considered. FPI is seeking to award a contract(s) or multiple contracts for a comprehensive wood based seating line. Offerors for the wood components must have a proven track record in the manufacturing of wood seating components which shall consist of a minimum of 5 years of active production experience. In addition, offerors manufacturing facilities should be ISO 9001 certified and all processes involved in the seating lines production should be completely documented. The various styles of seating lines should have a minimum structural integrity of 10 years. Seating lines shall have at a minimum of 10 years parts and durability warranty.
