Description

The Defense Energy Support Center is seeking sources for an optimization project to provide Contractor-Owned, Contractor-Operated (COCO) services for JP8, Mogas, and Bio-diesel at six specific locations at Camp Pendleton, California. This includes services for the operation, maintenance, security and safety of Government fuel facilities at Marine Corps Base Camp Pendleton (MCB CPEN), CA. The Marine Corps JP8, Mogas, E85, and Bio-Diesel fuel storage operations are being consolidated into a COCO operation with six locations: 14 Area Main side Master Service Station, 21 Area, 22 Area, 41 Area, 43 Area, and 52 Area Master Service Station. The Contractor would be responsible for operating and maintaining the facilities to ensure safe and accurate receipt, storage, transfer, issue, quality control, and accounting for Defense Working Capital Fund (DWCF)-owned petroleum products under their control. In addition, the Contractor will ensure all personnel are adequately trained to perform job tasks, maintain the security of facilities and computer systems, and comply with Camp Pendleton Environmental Policies and Regulations.
