Description
The US Army Corps of Engineers, Transatlantic Programs Center (TAC) is seeking information from businesses interested in performing a contract for paper shredding and recycling services. The facility is located at Winchester, Virginia. This sources sought announcement is a market research tool for assessing industry interest in this project. Information provided to the Corps will be used to develop the solicitation and its scope of services. This announcement is not a request for proposals. The Government will not be obligated to any prospective contractor that responds to this announcement and it will not pay for any information provided to it. A solicitation will be synopsized at the Federal Business Opportunities site and may be posted at the site. The Government anticipates the award of a performance based, firm fixed price contract for a base period and four option one-year option periods. The agency will determine whether or not to set-aside this requirement for small business or other socio-economic programs based upon the responses received to this announcement. The contractor shall provide shredding and recycling services at the Corps of Engineers facility at 201 Prince Frederick Drive, Winchester, VA (TAC HQs facility) and a separate records holding facility located on Collier Road, Winchester, Va. The scope of services includes: shredding and recycling of mixed or sorted paper (white and colored paper/office paper; recycling of corrugated cardboard, magazines, catalogs, telephone directories, envelopes) and recycling of separated containers (aluminum cans/bi-metal food and beverage cans/plastic bottles). This agency has 314 persons working at this facility. The estimated annual weight of aluminum recyclable items is 500 pounds; the estimated weight of plastic items is 500 pounds. The estimated weight of recyclable paper products is 1.6 tons per month. The contractor shall recycle those items that qualify for recycling. The contractor will provide sufficient containers for TAC personnel to place items requiring shredding and/or recycling. The containers will be located throughout the TAC and Collier Road facilities. Paper items must be shredded on site. Once shredded, the paper is to be removed from the facility and disposed of or recycled as appropriate. Services at the Collier Road facility will be provided on an on call basis. All requests for this support will be made by the Government 48 hours in advance of the service. The contractor must obtain all necessary insurance for working on an U.S. Government site and will be solely responsible for obtaining any licenses or permits required for performance of the contract. The Contractor shall comply with all state, county and municipal laws governing the pickup, hauling and disposal of refuse and recyclable items. Respondents should provide the following information: (1) business name, address, Dun and Bradstreet number, business size classification based on NAICS classification 562111 and its size standard of $12.5M, socio-economic classification (small business, section 8(a), woman/veteran owned, non-profit, etc). Provide the name of a person to contact with phone number and email address; (2) explain your experience performing work similar in scope and include names of current or past clients with phone numbers and email addresses; (3) if you are not a local business or reasonably close to Winchester VA, explain how your company would fulfill the contract requirements at Winchester, VA; (4) provide your CAGE code. Respondents are requested to answer the questions at the TAC Recycling Questionnaire that is attached to this announcement. This questionnaire will help us in understanding industries concerns and help develop the scope of work further. All interested parties are requested to respond to this announcement not later than May 15, 2009.
