This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the Walla Walla District, US Army Corps of Engineers (USACE) to identify contractors that can provide a GEHL Series DL12-40 Telescopic Handler (Forklift), or Approved Equal. However, this Sources Sought Synopsis will, in part, assist the USACE in determining a Service Disabled Veteran Small Business set-aside. Description: Technical Specifications GEHL Series DL12-40 Telescopic Forklift, or Approved Equal Little Goose Lock & Dam Dayton, Washington 1.0INTENT The following specifications pertain to the purchase of a telescopic forklift for use at Little Goose Lock and Dam. 2.0SCOPE The successful bidder shall be required to modify, if necessary, and deliver the specified telescopic forklift, GEHL Series DL12-40, or Approved Equal, to Little Goose Lock and Dam by the date shown in Section 9.0. Also provided at the time of delivery shall be documentation and other items as stated in the specifications. 3.0GENERAL The forklift shall be of the hydraulic frame leveling design. The forklift shall be new, not used or refurbished. 4.0TELESCOPIC FORKLIFT REQUIREMENTS The forklift shall have load capacity of 12,000 lbs., multiple steering modes (2 wheel, 4 wheel, & crab), and maximum speed no less than 20 mph. The forklift shall have minimum 30 gallon fuel tank. The forklift shall have hydraulic controls to include pilot assist, multifunction joystick for boom control, attachment tilt and auxiliary hydraulic control, and frame level control. The forklift shall have pneumatic tires. The forklift shall have the following general dimensions: "Maximum length, 20 feet "Maximum width, 9 feet "Maximum height, 8 feet "Maximum weight, 26,000 lbs. "Minimum ground clearance, 14 inches "Maximum wheelbase, 12 feet "Maximum outside turning radius, 12 feet 6 inches The forklift shall have the following performance features: "Minimum lifting capacity, 12,000 lbs. "Minimum lifting height, 40 feet w/ dump height 39 feet "Minimum lifting capacity at maximum height, 10,000 lbs. "Minimum lifting capacity at maximum forward reach, 2,000 lbs. "Minimum bucket rotation, 130 degrees The forklift shall have the following instrumentation: "Gauges fuel level and hour meter "Lights parking brake, oil pressure, coolant temp., alternator, low fuel, air filter restriction, hydraulic filter restriction, transmission temp., accumulator charge pressure "Monitoring Alarms low oil pressure, low accumulator charge "Visual Indicators boom angle, boom extension, frame angle The forklift shall have the following safety features: "Strobe light and back up alarm "Mounted headlight package, 2 on cab, 2 on boom "Rear view mirrors (left & right) "Brake lights "Double action parking brake "4 Wheel wet disc service brakes "Electric horn "Neutral engine start safety switch "3-Way full suspension seat The forklift shall have the following engine features: "Four cycle, four cylinder, turbocharged "Direct injected diesel fuel system "Inline fuel filter w/ water trap "Positive pressure lubrication "Replaceable spin on oil filter "Engine block heater The forklift shall have the following additional options: "Fully enclosed cab with heater "Quick release carriage for boom attachment equipment "Cold weather start aid "50-inch-wide fork side shifting carriage. "Tapered Fork Length 48 inches 5.0TRAINING A minimum one-hour training class shall be given to six Little Goose Dam employees covering the following topics: - Operation of telescopic forklift - Features of telescopic forklift The location of the training will be at Little Goose Lock and Dam, same address as listed in Section 9.0. The training shall take place within 2 weeks of forklift delivery. The time and date will be arranged through the POC, listed in Section 9.0. 6.0WARRANTY The telescopic forklift shall be covered with a minimum 1 year warranty. 7.0MAINTENANCE Factory representative and/or a contractors service technician shall furnish instructions for recommended maintenance and maintenance procedures. 8.0OPERATION AND MAINTENANCE MANUALS Five complete copies of the Operation and Maintenance Manual shall be required. The manuals shall include instructions on operation, maintenance, repair, troubleshooting, and warranty of the systems. They shall also include diagrams listing all essential system components, part numbers, and a list of recommended spare parts. Also included shall be the name, telephone and fax numbers, and email address of the contractor, manufacturer, and a distributor where spare parts and filters can be purchased. The following identification shall be inscribed on the covers: OPERATING AND MAINTENANCE INSTRUCTIONS Telescopic Forklift Little Goose Dam Name of the Contractor Contract Number In response, provide business size and Point of Contact. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. The Government requests interested firms submit one (1) copy of their capability and experience response no later than 2:00 p.m., Pacific Standard Time, on May 5, 2009 and should not exceed five one-sided, 8.5 by 11 inch pages, to the following address: Contracting Division, Attn: Lana J.
