DFAS Clauses SCAN PRO 2000 MICROFICHE READERS REQUEST FOR QUOTES (RFQ) NO: KODMK9RV200 This is a combined synopsis/solicitation (RFQ) for the purchase of five (5) Scan Pro 2000 Microfiche readers in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This will be a Firm Fixed Price Contract type. NAICS code for this announcement is 333315 with small business size standard 500 employees. This acquisition is unrestricted. SOLICITATION CLOSING DATE: All quotes must be received by 10:00 a.m. EST, Tuesday, May 5, 2009. Preferred delivery method is via email: carrie.fairbanks@dfas.mil DESCRIPTION: This is a Brand Name only requirement for the following: Item 001: Scan Pro 2000, includes base unit, 7x – 54x lens, Fiche Carrier, software, at least 1- yr warranty and USB chord. Quantity: 3. Unit of Measure: each. FOB Destination to DFAS- Military Pay Operations, 1240 East Ninth, Cleveland, OH 44199. Item 002: Scan Pro 2000, includes base unit, 7x – 54x lens, Fiche Carrier, software, at least 1- yr warranty and USB chord. Quantity: 2. Unit of Measure: each. FOB Destination to DFAS- Civilian Pay Operations, 1240 East Ninth, Cleveland, OH 44199 Delivery will be FOB Destination by best method within 15 days of notification of award. Delivery Point of Contact to be provided in awarded contract. BASIS FOR AWARD: The Government will award a contract resulting from this request to the lowest cost technically acceptable offer. Technically acceptable means product meets terms of this announcement. INVOICES: Shall be submitted via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract. Reference DFAS Clause 252.232-9000. BASIS FOR BAND NAME REQUIREMENT: New critical mission requirements demand information stored on microfiche and microfilm. Cleveland Military Pay Operations and Civilian Pay Operations have a need for five microfiche readers/printers due to the increasing requirement to respond to requests requiring pay information located only on microfiche. This information must have the ability to be researched and mailed. There are several microfiche readers on the market but only the ScanPro 2000 possess the proprietary features with pending patents required to meet the new mission requirements. The ScanPro 2000 also replaces the discontinued ScanPro 400 and older ScanPro 1000 readers. Required features include: e-mail option- this is a must in decreasing mailing and printing costs and adding the flexibility of having multiple technicians working on the same claim at the same time and providing immediate electronic correspondence and discussion between said technicians- will speed up service time for the customer (e-mail option also allows the technician to save the file to a hard drive and later burn to a CD; which will ultimately lead to reductions in microfiche retains in the future); minimum size required to house the equipment satisfying spacing requirements; will automatically scan 16/35mm and 3-M type cartridge roll film while unattended- which is a feature not available in comparable products. This will reduce the amount of time the technician has to wait at the scanner, enabling them to accomplish other work. Additional features provided solely to ScanPro 2000 units included: one view screen with one Software Program for making all adjustments to the microfilm image which increases process time; magnification range with single zoom lenses 7x to 54x; automatic freeze frame and image enhancement which reduce complexity; customized toolbar for single “click” save, restore, recall settings; remote internet access; and single “click” advances to the next image with automatic framing designed to reduce complexity and make the unit easy-to-use. The multiple functions of the equipment will eliminate the purchase of additional equipment.
