- THIS IS A SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The purpose of this market research (Source Sought Synopsis) is to determine if there are sources that can supply an existing requirement. The Government is seeking, qualified, experienced sources, for the design, development, delivery, and evaluation of curriculum materials for the revised Junior ROTC course entitled Aerospace Science: The Exploration of Space. The contractor must design a course that is performance-based in that it identifies desired results, determines acceptable evidence of learning, and plans learning experiences to achieve the desired results. The learning experiences must be interactive and learner centered where cadets take an active role in the learning "phases". The learning phases will reveal students' existing knowledge and misconceptions of key concepts; explore, experiment, process, reflect, and apply knowledge; and model or perform the desired behavior based on clear conditions and standards. The course must contain multiple assessments methods to capture cadet progress and learning outcomes (e.g. traditional and performance-based systems). The assessment tasks must serve as tools for verifying and documenting that cadets have mastered the intended learning objectives and outcomes. Assessment tasks will provide feedback to cadets and instructors that guide classroom instruction and improve cadet performance. Questioning strategies (such as reflection) to maximize learning, engagement, and critical thinking must be included. The course must also contain higher level thinking skills and activities designed to engage and broaden the student's minds and tap into their natural curiosity about space enabling them to sharpen their thinking skills. The material shall consist of digital and hard copies of 1) a Student Textbook with electronic version of the textbook (in PDF and MS Office 2003 or later format) bound to the inside back cover of the hard copy textbook, 2) an Instructor Guide (IG) (containing Lesson Plans for all lessons included in the Student Textbook, with accompanying PowerPoint slides embedded into the lesson plans adjacent to suggested script for instructor use and an answer key for the end-of-chapter "Checkpoint" questions found in the text), plus corresponding DVD/CD bound inside the back cover of the hard copy IG containing all IG material cited herein to be included in the IG plus the PowerPoint slide files for each lesson, an Instructor's Test Bank, an answer key file providing answers to the test bank items/questions found on the DVD/CD, instructions and handouts/resource information/presentation slides/etc. for teachers needed to support any interactive in-class or student-centered learning activities called for by the lessons, plus any video files needed for each lesson (files on the DVD/CD will be in Word and PDF formats for the text files, PowerPoint format for the slides [using Microsoft Office Suite programs (MS Office 2003 or later) for all text and PowerPoint files], and any appropriate video file formats). Video files to be used in conjunction with other materials for teaching lessons may be included in a CD/DVD organized such that teachers can easily locate each video file intended for use for a particular lesson or such videos may be embedded into the electronic lesson plan files on the DVD/CD. Therefore, the Government is requesting that interested concerns furnish the following information: (1) Company name, address, point of contact, voice and fax telephone numbers and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, HubZone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 511130 which contains a size standard 500 employees.
