- Needs List for FlipFactory Software by Telestream. The Defense Information Technology Contracting Organization (DITCO), Contracting Division, Software Section (DITCO/PL8321), 2300 East Drive, Scott AFB IL 62225-5406, is requesting quotes for a brand name open market purchase of FlipFactory video transcoding software for use at DMA in Alexandria, VA. The software being procured is proprietary and protected by copyright laws. Only Telestream and its authorized resellers may provide this software and required maintenance. The resultant contract will be a firm fixed price purchase order. This is a 100% small business set aside. The NAICS code is 541512 for this procurement. The justification detailing the government's essential need for Telestream's FlipFactory video transcoding software is as follows. DVI has developed the Defense Imagery Server (DIS) over the past several years using a COTS product known as Artesia DAM from OpenText Corp. The system was put into production last year for digital still images. This year they are expanding the media types managed by the DIS to include digital motion imagery (digital video). IPV format WMV files and seamless integration with Artesia DAM are only obtainable via the FlipFactory Adapter from OpenText. DVI already owns this adapter, thus the Telestream FlipFactory product is the final piece required to make digital video available through the Defense Imagery Server. This is a true ‘plug and play' video integration effort, saving the government thousands of dollars and hundreds of hours in software development. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1), FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See the attached "Needs List" spreadsheet for specific product requirements. Interested firms may identify their interest and capability to respond to the requirement by submitting clear evidence of their capability to provide/perform. This notice of intent is a request for competitive proposals. All responses must be received within 4 business days of publication of this synopsis to be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
