- Title: RECOVERY - Research and Development Support to the Recovery.gov Website Synopsis: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY****. ****THIS NOTICE IS NOT A SOLICITATION FOR OFFERS**** This award is a task order under an existing competed Federally Funded Research and Development Center (FFRDC) contract held by the IRS American Recovery and Reinvestment Act Action Description: The General Services Administration Central Office was authorized by the Internal Revenue Service (IRS) to contract directly with MITRE to utilize the MITRE Federally Funded Research and Development Center (FFRDC) Contract, TIRNO-99-D-00005. Through the use of the contract, GSA has procured technical FFRDC systems and engineering support to the Recovery Board for activities that support the American Recovery and Reinvestment Act via a cost-plus-fixed fee task order. The new initiative and uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed-price task order. The initial focus of the effort is technical and management analysis and evaluations in support of the Recovery.gov program. The scope of this work includes the provision of strategic and technical analysis, planning, requirements analysis, program and acquisition support, assessment and analysis support and audit advice and guidance from the FFRDC in support of the Recovery.gov initiative. The American Recovery and Reinvestment Act is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. The Recovery and Reinvestment Act is an extraordinary response to a crisis unlike any since the Great Depression. With much at stake, the Act provides for unprecedented levels of transparency and accountability so that the public will be able to know how, when, and where tax dollars are being spent. Spearheaded by the Recovery, Accountability and Transparency Board (Recovery Board), this Act contains built-in measures to root out waste, inefficiency, and unnecessary spending. The website, Recovery.gov, will be the main vehicle to provide each and every citizen with the ability to monitor the progress of the recovery. The Recovery.gov initiative is critical to the Recovery Board's efforts to accomplish a greater level of oversight, accountability and transparency of American Recovery and Reinvestment Act funds and in showing where and how tax dollars are being spent. To successfully accomplish this mission, the Recovery Board has an immediate need for trusted, independent and objective support from a Federally Funded Research and Development Center (FFRDC). The nature of the work requires a contractor that operates in the public interest with objectivity and independence, with full disclosure of its affairs to the government, and that is free from organizational conflicts of interest. In order to discharge its responsibilities to the Recovery Board the organization will be afforded access, beyond that which is common to the normal contractual relationship, to Government and supplier data, including sensitive and proprietary data, and to employees and facilities. Furthermore, the organization will maintain the confidentiality of this information through a trusted relationship with the Government.
