Description
Report on Underwater Acoustic Profile of the Shrewsbury and Navesink Rivers during the fall/winter of FY09 The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with Geo-Marine Incorporated using the procedures in FAR Parts 6 and 13, for a "Report of Underwater Ambient Sounds in the Shrewsbury and Navesink Rivers, New Jersey. The report will be prepared from data collected and analyzed in partnership with Rutgers University's Marine Field Station (RUMFS) using two passive acoustic recording devices that were able to collect ambient, construction and delphinid sounds in the region near the Highlands Bridge (under construction) and at a private dock about 1km distance from the bridge. More than 400 hours of recordings were collected while the dolphins were in the area. The report to NMFS will provide both an analysis of sound pressure levels of the pile driving and other construction noise that occurred during the time period, as well as an analysis of any sounds made by the dolphins that were recorded. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541990 with a business size standard of $6.5M. The Government intends to negotiate on a single source basis with Geo-Marine Incorporated, in accordance with FAR Part 6 and FAR Part 13, current through Federal Acquisition Circular (FAC) 2005-32. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(1) as implemented by FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses from this notice may be submitted via email to Gina E. Lee at gina.e.lee@noaa.gov. no later than 12:00 noon May 11, 2009, Eastern Standard Time. The determination to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
