- Notice of Contract Action (NOCA) -- Air Force Flight Test Center Range System Upgrade (ARSU) Program (Flight Vision Project Specific) General Information: Document Type: Synopsis Solicitation Number: FA9302-09-R-0010A Classification Code: 67-Photographic Equipment NAICS Code: 334220- Radio and Television Broadcasting and Wireless Communications Equipment and Manufacturing Contracting Office Address: Department of the Air Force, Air Force Materiel Command, AFFTC-Air Force Flight Test Center, AFFTC/PKEE, 5 S. Wolfe Avenue, Edwards AFB, CA 93524 Description: NOTICE OF CONTRACT ACTION: The 412 Test Support Squadron (412 TSS/DRP), Edwards AFB, CA intends to issue a Request for Proposal (RFP) on 15 MAY 2009 for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with the following contract line items: CLIN 0001: Two mobile Flight Vision Control Shelter CLIN 0002: Two stationary Flight Vision System CLIN 0003: Technical/Eng Support CLIN 0004: Travel CLIN 0005: Data CLIN 0006: Replacement Parts CLIN 0007: Training Services Award of contract is planned for no later than (NLT) 30 SEP 2009. The purpose of this project is to modernize Range Optics Flight Vision video systems by integrating modern digital Electro-Optic (E-O) sensors to ground-based optical tracking mounts and creating a digital video management system to record, display, distribute and archive Range video. This approach will replace the current analog video infrastructure, which has reached the end of its lifecycle. ARSU seeks to provide a high-quality video product to the Test and Evaluation (T&E) community at the Air Force Flight Test Center (AFFTC) Edwards AFB, CA. The product delivered to the customer from existing Flight Vision systems consists of a live video feed of an event (with back up recording on a VHS tape, DVD or HDD) using analog NTSC standard definition video. The ARSU Flight Vision modernization effort will enhance the video product delivered to the Range customer in various ways. Image resolution, frame rate, noise immunity, storage media and archiving/retrieval of the video product will be superior to the current analog systems. In addition to the video product improvements, the work flow through which customers receive their video may also change dramatically, going from a baseband video switching architecture (analog) to a digital network-centric layout, using a National Security Administration (NSA) approved Commercial Off The Shelf (COTS) Conditional Access (Encryption/decryption) control system, and User-Based Source Selection (UBSS) for video distribution. The encryption/decryption is the main basic feature of Conditional Access (CA) interface for flight vision digital video decoders with FOUO information. Video created by the upgraded system will contain metadata tagging KTM data (Az, El, IRIG), covering various mission parameters, allowing for easy archiving and retrieval of a certain video file post mission using CA. The end-to-end solution such as the implementation of DDM to control, ingest, transport, distribute, annotate, store, and access imagery generated from the KTM/Fight Vision Systems needs to integrate with the current analog RMCC and South Base Video Control Centers (VCCs). The DDM has a video format conversion that provides a means to convert the HD/SDI video feeds formats to common formats to allow continued use of legacy analog sources for the older generation MCRs access management architecture. As the system matures and older generation MCRs are upgraded to the JSF style, they will become compatible with digital video upgrades to the MCRs. This will be an unrestricted, full and open competition. The North American Industry Classification System (NAICS) Code for this effort is 334220; Small Business Size Standard is 750. All responsible sources may submit a proposal in response to the RFP. This NOCA neither constitutes a RFP, nor does it restrict the Government in any way to an ultimate acquisition approach. This NOCA should not be construed as a commitment by the Government for any purpose.
