Description
The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) seeks to procure on a sole source basis maintenance service from Bruker BioSpin Corp., a Massachusetts corporation having its principle location at 15 Fortune Drive, Billerica MA 01821. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.5 01-(a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 334510 and the business size standard is 500 employees. The NINDS Laboratory of Functional and Molecular Imaging (LFMI) section currently uses several MRI consoles (large and small) to operate its one-of-a-kind 11.7T/30cm small animal MRI magnet. The MRI consoles in use at the LFMI section were previously purchased from the Bruker-Biospin, Inc. The maintenance and parts service to Bruker BioSpin, Inc. equipment are available only from Bruker BioSpin Inc. and no other type of supplies or services will satisfy the agency requirement. This is not a solicitation for competitive quotations. However, all responsible sources may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NINDS to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the Office of Acquisitions, NIDA, on or before 2:00 PM ET May 14, 2009. All questions must be in writing and can be emailed to Liem T Nguyen at ln18x@nih.gov or faxed to 301-480-1358. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
