- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is HSBP1009Q2379 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 with a small business size standard of $11M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-05-22 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Alamogordo, NM 88310 The DHS-Customs and Border Protection requires the following items, Meet or Exceed, to the following: LI 001, Equipment required to install CCTV security monitoring system at Alamogordo Station Highway 70 Checkpoint. Bidder shall submit itemized list of equipment with bid as noted in Required Submissions and as listed in Statement of Work, 1, EA; LI 002, Equipment required to install CCTV security monitoring system at Alamogordo Station Highway 54 Checkpoint. Bidder shall submit itemized list of equipment with bid as noted in Required Submissions and as listed in Statement of Work, 1, EA; LI 003, Installation of Highway 70 Checkpoint CCTV system, 1, EA; LI 004, Installation of Highway 54 Checkpoint CCTV system, 1, EA; For this solicitation, DHS-Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) directly to russell.brehm@dhs.gov (NOT THROUGH FEDBID.COM) so that they are received at that email address no later than the closing date and time for this solicitation. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of a FAR clause may be accessed electronically at http://www.acqnet.gov/far. Delivery shall be made within 60 days or less after receipt of order (ARO). CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Vendors MUST document or EMAIL to clientservices@fedbid.com (before or by the exact Time/Date of the completion of this Auction) the following 1)TO HAVE A BID CONSIDERED FOR AWARD ALL VENDORS MUST PROVIDE MANUFACTURER, PART # AND EXTENDED SPECIFICATIONS OF THE EXACT MODEL BEING PROPOSED FOR ALL LINE ITEMS. NO EXCEPTIONS. FAILURE TO PROVIDE THIS INFORMATION WILL RESULT IN A 'NON RESPONSIVE' BID AND REMOVAL FROM AWARD CONSIDERATION. 2) Warranty and/or Technical Support Information is required. This order shall be awarded to the responsible offeror with the lowest price, technically acceptable bid. Past performance may be considered in evaluating the offerors technical capability to perform this project. Therefore, the Government reserves the right to award to other than the lowest price, technically acceptable offer based on the results of the past performance evaluation. Bidder shall submit proposal with details of equipment, peripherals, and installation that demonstrate his ability to perform the work necessary and his knowledge of CCTV design. Additionally, the company shall demonstrate its ability to perform work in the Alamogordo, NM, area. If a company will use sub-contractors, bidders shall submit the name and contact information of any subcontractor along with proposals. Proposals for each checkpoint shall not exceed 7 pages, 12-point, single-spaced. Warranties and any additional product information shall be included with this submission and shall not be considered as part of the 7-page requirement. Submit two or more references for whom the bidder has performed similar services or provided similar products of scope and complexity. The Government reserves the right to request additional references, if needed. The two layout attachments generally represent both the Highways 54 and 70 checkpoints. However, bidders are encouraged to visit the sites that shall have the CCTV systems installed. Questions may be submitted to the Contract Specialist for clarification at russell.brehm@dhs.gov. No questions will be accepted after 1700, Eastern, Friday, May 15, 2009. A file containing our replies to the questions will be posted to the FedBid site on or about Tuesday, May 26, 2009, in order to allow all interested parties to consider the same clarifications for bidding purposes. All personnel (including any subcontractor employees) who will perform work at either one or both checkpoints shall undergo a background check prior to being permitted to work at the sites. At least one week prior to commencement of work, the vendor shall submit a list of names for consideration with the following information: Full name, aliases, date of birth, current address, social security number, work permit number, if applicable, city and country of birth, driver's license and state. No person shall be allowed to work at the site without clearance. Installation of cameras in the primary lane at each checkpoint will require primary lane closure and traffic re-routing. Bidders shall take into consideration that this installation may be required during non-peak times during early morning hours. The winning bidder and the Alamogordo Station shall establish a satisfactory time period to perform these installations based upon traffic patterns and length of time needed to perform the work.
