Description
The Branch of Regional Research, Western Region, Water Resources Discipline, U. S. Geological Survey intends to award of a non-competitive contract to Dr. Michael MacWilliams to perform a series of numerical model simulations to determine the short-term (hours to days) fate and transport of dredged material placed in the Aquatic Transfer Facility (ATF), proposed by the U. S. Army Corps of Engineers for the Hamilton Wetlands Restoration Project. The ATF will be used as a holding and staging facility to temporarily contain dredged material from other locations of San Francisco Bay. The dredged material will be pumped to shore when needed for Hamilton wetland restoration. This project will use the existing Unstructured Tidal, Residual, and Inter-tidal Mudflat (UnTRIM) model developed for the Hamilton Wetlands Restoration Project (MacWilliams and Cheng, 2008) to provide high resolution three-dimensional hydrodynamic information including water levels, velocity and vertical eddy diffusivity. The three-dimensional Flexible Integration of Staggered-grid Hydrodynamics Particle Tracking Model (FISH-PTM), a particle tracking model, which has been coupled with UnTRIM, will be applied to simulate dredged sediment concentration and deposition in San Pablo Bay during the placement of dredged material in the ATF to guide decision making so that the impacts, due to the presence of ATF to the surrounding environment, will be kept to a minimum. Dr. MacWilliams developed an unstructured grid hydrodynamic model for simulations of river channels and floodplains. Dr. MacWilliams has been working with the UnTRIM model since 2000, and he is the only candidate in the greater San Francisco Bay area who has the working knowledge of the UnTRIM model. For his qualifications, Dr. MacWilliams was awarded contracts to conduct hydrodynamic investigations of ATF. Since Dr. MacWilliams did the previous modeling simulations of ATF the USGS plans to conduct particle-tracking simulations based on the modeling results obtained previously by him. Thus, Dr. MacWilliams is identified as the only known candidate who can conduct particle tracking modeling using the existing UnTRIM model results in the Hamilton Wetland Restoration Project. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(13)(i), other responsible sources that believe they can meet the requirement described above may submit a capability statement or quotation no later than the closing date of this announcement which will be considered by the USGS.
