Description
Synopsis was posted in FBO on 12 Jan 2009 under pre-solicitation notice 0409PS21199. This is a SOLICITATION for non-commercial items prepared in accordance with the format in FAR Part 15, as supplemented with additional information included in this notice and following the Contracting by Negotiation procedures in FAR Part 15. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. The US Department of Interior, National Business Center (NBC) Acquisition Services Directorate (AQD), is issuing this solicitation number 0409RP21199 as a Request for Proposal (RFP) on behalf of the US Department of Agriculture (USDA), Foreign Agricultural Services (FAS). This requirement is a total small business set-aside and only qualified Offerors may submit proposals. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511 with a small business size standard of less than $25 million. The resultant award shall be a Firm-Fixed-Price (FFP) type contract. This contract will procure supplies and services for the implementation of Phase II of the Food Aid Information System (FAIS). A description of the requirement is available in the Statement of Objectives (SOO). The period of performance shall begin upon contract award (anticipated to be approximately July 2009) and shall continue until completion and acceptance of all tasks and deliverables. Four (4) one (1) year options for Operations and Maintenance support are available. Exercising of the option years is dependent upon satisfactory performance, continuing need, and the availability of funding. A complete RFP package is available by downloading the documents at the AQD Website as follows: http://www.aqd.nbc.gov/solic/openmarket.asp. The RFP and any subsequent amendments will only be available in electronic format. No CD-ROMs or hardcopy documents will be distributed. Potential offerors are hereby notified that the RFP and subsequent amendments will ONLY be available for download at the above site. Potential offerors will be responsible for downloading their own copy of the RFP and amendments (if any). This will be the only method of distributing amendments; therefore, IT IS THE OFFERORS' RESPONSIBILITY TO CHECK THE AQD WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS RFP. Offerors must be registered in the Contractors Central Registration (CCR) in order to participate in this procurement. Lack of registration in the CCR database will make a Contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Solicitation Questions Due Date: Offerors are instructed to contact only the solicitation Issuing Office for information about any aspect of the solicitation. Prospective Offerors are cautioned against contacting Government technical personnel in regard to this solicitation prior to award of this procurement. If such contact occurs and is found to be prejudicial to competing Offerors, the Offeror making such contact may be excluded from award consideration. All questions regarding this RFP must be in writing and are to be submitted via email to Lydia.Nunez@aqd.nbc.gov no later than May 14, 2009, Noon, Eastern local time. All email inquiries must have "RFP 0409RP21199" included in the subject line. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors. Questions and answers related to this RFP will be made available at http://www.aqd.nbc.gov/solic/openmarket.asp under RFP number 0409RP21199. The Government reserves the right to not answer any question posted by an Offeror if the Governmetn believes the response will give the Offeror an unfair competitive advantage.
