Description
Title: Non-Lethal, Long-Range, Ocular Interrupting Warning/Deterrent Device Classification: Visual Disruption PurposeThe Naval Surface Warfare Center, Panama City Division (NSWC PCD), Panama City, FL is requesting information on products that may be potentially useful in a Government led preliminary systems design effort for Non-Lethal, Long-Range, Ocular Interrupting Warning and Deterrence. Maritime force protection for ships and other High Value Assets (HVA) has been considered to be a high priority mission by the US Navy, US Army, and the US Coast Guard. Visual disruption, warning and distraction has been identified by the services as a possible technology solution to mitigate and/or address several known joint non-lethal capability-gaps to include the ability to suppress individuals operating vessels and/or deny access to these individuals. DescriptionNSWC PCD is interested in light weight and highly reliable components, capable of surviving a harsh marine environment. This section provides a set of performance characteristics that meet the needs of a potential demonstration system, although consideration will be given to minor deviations from these requirements: Fielded Designs must comply with OPNAVINST 5100.27B, Enclosure 2; Field Capable System must detect when a Target enters the Nominal Ocular Hazard Distance (NOHD) of the laser and safely terminate or reduce the irradiance of the laser; Field of Regard - 270 Degrees of Azimuth Capability at Near Sea Level (360 Degrees may be required depending on desired placement); Modes of Operation - The system may either be used in a stand alone mode in which it would need to provide a tracking and targeting system or it may be used in conjunction with other weapons systems in which it would need to integrate with other tracking and targeting systems; Hail/Warn capa! bility (minimum of 1.5uW/cm2) between 500 and 3000 meters; Credible Glare/Dazzle capability ( 100uW/cm2) between 500 and 2000 m; Laser Power Ramp-up (initial turn-on and after eye safety automated shutdown) Environmental Requirements include: It is preferable to reduce the size and weight of the components needed to be stabilized and used for targeting the laser to a minimum. The operator is expected to be remotely located ; System should be capable of reliably operating in humidity ranging from 0 to 100%, as well as fresh or salt water spray; System should be capable of reliably operating when exposed to shock, high vibration levels, and full range of weather conditions. Prime Power Availability - The system should work on 115 VAC Power at 60 Hz Single Phase. GENERAL SYSTEM PARAMETERS Spot size: 2-3 meters at Hail/Warn/Deter distances from 500 to 3000 meters; Visual disruption (100 microwatts/sq cm) at a range of 2,000 metersWavelength: Visible spectrum NOHD:100 meters or lessMounting modes: Shipboard, fixed shore, pier, sea platform, or other deviceEye safety at various ranges should be addressedMultiple safety controls before the laser can fire: i.e. safety cap, firing plug, etc.Temperature Environments: Operation: -20 degreesC to 55 degreesC; Storage: -40 degreesC to 70 degrees C Please provide additional information below if available for proposed system: Field test proven hardware with beam characterization versus range data; Experience with Navy Laser Safety Review Board approvals required for eye safety; Experience as US Military laser system supplier; Eye safe operation for aided and non-aided vision systems; Human Effects Study documenting safety, key performance parameters, reliability and effectiveness is highly desired. Responses Responses to this RFI should include supporting materials that allows an effective evaluation of your company's competence, experience, and overall understanding of the requirements that NSWC PCD has identified. The following information is requested (please indicate if the information is an estimate or actual, and provide any available supporting references): Description of the technology ; Development history and status; Applications and history of fielded systems; Installation and integration requirements; ROM cost and development schedule for a prototype system; ROM cost and lead time for production units; US Military applications including points of contact; Information regarding system and component reliability; Compliance with OPNAVINST 5100.27b and associated Safety protocols; Capability to complete a test installation of candidate equipment on US Navy Ships NSWC PCD requests your responses by 11:00 am (CST), on 01 June 2009. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD's strategic planning. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
