Description
DESC: The United States Government has a requirement to provide three dimensional (3D) Entry Control Point Moving Targets (ECPMT) on Convoy Live Fire (CLF) ranges at multiple locations within the continental United States. The ECPMT shall be designed to realistically replicate a technical truck approaching a check point at a typical Forward Operating Base (FOB). The ECPMT is comprised of a vehicle target, engine hit sensor, Stationary Infantry Target (SIT) to represent passengers, prime mover, Battle Effect Simulator (BES), and a controller. The vehicle target shall replicate a technical truck vehicle silhouette. The silhouette shall feature an engine compartment and the ECPMT shall have a separate engine compartment hit sensor device. The SIT targets shall be target lifter/movers that raise and lower two infantry silhouettes (on individual lifters) facing towards the front of the vehicle. The prime mover moves the ECPMT along the course. A sequence of registered hits to the SIT targets or the engine hit sensor shall activate an onboard Battle Effects Simulator (BES). The stopping, starting and steering of the prime mover shall be accomplished via a handheld controller. The ECPMT described herein shall be comprised of the ECPMT, an initial set of targets, track/rail components if required by the prime mover, software, installation, training and manuals. The ECPMT shall initially travel a straight path approaching the checkpoint and then follow a serpentine path around barriers as it nears the observation tower. The vehicle target shall be designed to be engaged by up to and including.50 caliber ball ammunition from a fixed position near the tower. The ECPMT shall navigate an Entry Control Point (ECP) course on a gravel roadbed 36 feet wide, and 738 feet long (225 meters). The ECP course shall consist of a straight run for approximately 500 feet and then begin a serpentine portion that will extend the remaining 240 feet of the run. The serpentine portion consists of five staggered 36 inches high barriers placed 40 feet apart. The barriers are 20 feet in length. Requirements are for a 4 year IDIQ with a guaranteed minimum quantity of 3 and a maximum contract quantity of 50. FOB is Destination. Estimated issue date is 18 May 2009. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
