- NASA Goddard Space Flight Center (GSFC) is hereby soliciting information aboutpotential sources for the Mission Operations and Mission Services (MOMS) follow oncontract. The contract scope includes performing systems engineering, concept studies,development, integration and test, mission operations, and sustaining engineering forcurrent and future missions. The primary functions of mission operations include operations concept development,ground system requirements definition, development and maintenance of operationsprocesses and procedures, ground segment and flight segment integration and test support,on orbit command and control, mission planning and scheduling, trending and analysis,spacecraft health and safety monitoring, onboard data management, limited flight dynamicssupport, and ground system sustaining engineering. The contract type being considered for the MOMS follow-on is a cost-plus-fixed-fee levelof effort (LOE) contract with a performance fee element. The follow on contract willhave a 5-year performance period. GSFC anticipates release of the draft Request forProposal (DRFP) in July 2009. Industry comments to the DRFP will be due two (2) weeksafter DRFP release. The final RFP release is projected September 2009. The RFP willrequire submission of proposals within 45 days. The forecast for award date for thecontract is the Spring of 2010. NASA/GSFC is seeking capabilities from small, small disadvantaged and women-owned smallbusinesses for the purposes of determining the appropriate level of competition and/orsmall business subcontracting goals for this requirement.Offerors having the required specialized capabilities to meet the above requirement(s)should submit a capability statement of 10 pages or less indicating their ability toperform aspects of the effort described herein.This sources sought synopsis is for informational and planning purposes only and is notto be construed as a commitment by the Government; nor will the Government pay for anyinformation solicited.Since this is a sources sought announcement, no evaluationletters and/or results will be issued to the respondents. Please provide electronicresponses via e-mail to Patrick Crouse (Patrick.L.Crouse@nasa.gov) and B. Faye Johnson(Betty.F.Johnson@nasa.gov) indicating your organizations interest. Your response isrequired by 4:00 p.m. Eastern Daylight Time (EDT) on May 12, 2009. No solicitation exists; therefore, do not request a copy of this solicitation.If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.To assist industry in reviewing this division of work, attached is a draft statement ofwork (SOW) for this contract. We will supplement the MOMS SOW with additional details asthey are developed, as well as provide access to NASA Task Order Management System (TOMS)Library that contains task order statements of work.
