Description
The Bureau of Land Management (BLM) has a requirement for issuing Blanket Purchase Agreements (BPA) where contractor(s) provide professional photography and videography services for fire activities across the Western U.S. for the Bureau of Land Management (BLM) from June 1, 2009 through May 31, 2010, with four additional one-year option periods. Contractor(s) must have attended and received a certificate for Basic Firefighter Training, S-130/190, attended Annual Wildland Firefighter Refresher Training and passed the Fitness Test at the arduous level. The Government will provide additional optional fire fighter training as requested, but shall not compensate the Contractor(s) for time spent in training or transportation to and from the training. Overnight lodging or camping may be required. The Contractor(s) is responsible for meals, lodging and incidental expenses. However, the Contractor may reside in fire camp for the duration of the assignment at no charge. It is anticipated that the Government will award multiple BPA actions for one year plus four option years, through May 31, 2014. BPA "call" orders for each individual job will then be offered, between those BPA contractors, as per their location, and availablility for the activity requirement and services offered. Blanket Purchase Agreements are NOT contracts, and serve only in that the contractor and government agree, that should the government request, and the contractor accept an assignment, the price for that work is predetermined by the BPA. Solicitation L09PS00479 is scheduled to be released on or about May 6,2009. This requirement is set-aside for small business under NAICS Code 541922 (average annual receipts for the preceding 3 fiscal years not to exceed $7 million). Product Service codes for this action are both T010 and T015. Facsimile proposals will be accepted. Vendors must be registered at http//www.ccr.gov to be considered eligible for award.
