- This notice is issued by the NASA/LaRC to post a request for information via theinternet, and solicit responses from interested parties. This document is forinformation and planning purposes and to allow industry the opportunity to verifyreasonableness and feasibility of the requirement, as well as promote competition. When responding referenceAPPEL2010.New APPEL Contract DiscussionTitle:NASA Academy Program Project and Engineering Workforce DevelopmentIntroductionThe NASA Academy of Program, Project, and Engineering Leadership (NASA APPEL) began in1987 as the Program and Project Management Initiative (PPMI) in order to promote projectmanagement educational and training resources.At the time, PPMI focused on a series ofcourses to provide a baseline of knowledge for NASA Project Managers who staffed thelong-duration programs and projects characteristic of NASA prior to 1992. As NASAevolved, the process of project management required a greater level of formal knowledgefor mission success. PPMI then had to provide more than a baseline of knowledge andneeded to support the wide variety of Program and Project Management (PPM) competencies. Due to the increased scope of the program, the PPMI was renamed the Academy of Programand Project Leadership (APPL) in 1997.In parallel with APPL, the agency conductedtraining and development activities for engineering practitioners. This was accomplishedthrough the NASA Engineering Training (NET) Program, whose role was to provideengineering training and tools to assist and enable NASA employees to perform theirresponsibilities. In 2005, APPL and NET were combined and renamed NASA APPEL.APPEL is a research-based organization that serves the PPM and Engineering practitionercommunities. It supports NASAs mission and governance by promoting individual, team, andorganizational excellence in program/project management and engineering through theapplication of learning strategies, methods, models, and tools at the executive level andprogram/project system, subsystem and element level. The program continuously evolves toensure that products and services reflect the best practices of NASA, industry, academia,and government. Current goals include to:Provide a common frame of reference for all NASA employees.Provide and enhance critical job skills.Support program and project teams.Promote organizational learning across the agency.Supplement formal educational programs.APPEL currently has three business units that support the overall program. These areIndividual and Team Performance Enhancement, Knowledge Sharing, and Curriculum and CareerDevelopment. Business Operations activities and Communications and Outreach activitiesare also important components of APPEL that work in coordination with the business linesand overall Academy to implement and improve the program.General ConsiderationsThe contractors will provide all personnel, equipment, materials, supervision,facilities, and any other items and services required to perform the specified tasks inthe NASA APPEL Statement of Work for each of the Academy Business lines.The contracts will be structured to support additional work in a timely fashionthat is covered under the general scope of the contract in the form of task orders basedon the needs of the government.The contractors will possess the capability to provide cutting-edge electroniclearning and IT support in terms of databases, Websites and Web-enabled tools, andWeb-enabled learning information management systems.Curriculum (Focus on the Individual)The purpose of this Business Line is to ensure the consistent design and delivery ofrelevant courses and curriculum elements that support the individual in learning at alllevels to effectively perform job requirements in PPM and Systems Engineering at NASA. Workforce development curriculum lifecycle management (concept, design, development,implementation, support, evaluation), to include needs assessments, strategy development,competency and capability definition, case study integration, materials update, courseannouncements and marketing, detailee support, and learning requirements definition. Components include:PM Certification and Competency Framework and Career Development model(maintenance, review, implementation, metrics).4-level core curriculum (Foundations of Aerospace, Project Management and SystemsEngineering, Advance Project Management and Systems Engineering, Executive Program.APPEL evaluation and recognition of other Agency and Federal offerings.Support of Agency programs such as Systems Engineering Leadership DevelopmentProgram (SELDP) and Project Management Leadership Development Program (PMLDP)In-depth curriculum in the areas of Project Management, Aerospace, SystemsEngineering, Design Engineering, Communications and Leadership.Desired qualifications:oAbility to integrate learning products and services in mutual support acrossbusiness lines, organizational elements, and external organizations.oCapability to develop learning measurements and metrics.oFederal and Industry workforce development experience and contacts.oHigher education experience and contacts, with the ability to partner withuniversities to access university experts.oExperience in the development of technology and other curriculum support, i.e.learning documents, simulations, case studies, computer-based training (CBT), andcomputer-mediated instruction, coaching, and mentoring.oWorkforce development certification expertise.oProfessional organization experience and contacts.oInternational organization experience and contacts.oAccreditation knowledge and experienceKnowledge Sharing (Focus on the Community)The purpose of this Business Line is to ensure the consistent design and delivery ofrelevant elements and activities that support community building, knowledge exchange, andreflective learning for practitioners to effectively perform job requirements in PPM andSystems Engineering at NASA. Componentsinclude:Web-based assessment tool, data analysis, and team assessment model methodologythat can be completed in under 15 minutes.Expert practitioners for each Center from a pool of NASA retirees.On-line coaching activities.3 day high performance team workshop support tailored to each team.Individual and Team measurements and metrics aggregated at Academy level.Team Performance Enhancement Discipline life cycle expertiseEngineering and PPM life cycle learning and support delivered directly to NASA teams. This component is geared toward the technical aspects of NASA missions.
