- Description
- NASA/JSC has a requirement for a NASA Standard Initiator (NSI) delta qualification.NASA/JSC intends to purchase the requalification service from Universal PropulsionCompany (UPCO), Goodrich Corporation. The Space Shuttle Orbiter uses the NSIs each flight to initiate various pyrotechnicssystems. The NSI is classified as Critical 1/1 for inadvertent operation and Critical 1/1for failure to function or low pressure output. As such, the hardware must bemanufactured by a recognized, qualified source. UPCO is currently a qualified source forNSIs. The current relocation of UPCOs manufacturing operations from Phoenix, AZ toFairfield, CA requires a delta qualification program to validate the manufacturingprocess. The qualification validation of UPCOs NSI production line due to its relocation is aspecial circumstance and involves only this vendor. UPCO possesses the special tooling,processes and procedures, and personnel necessary to produce and deliver units that meetthe demanding requirements of this hardware.This Delta Qualification program is intended to address the producebility issuesassociated with manufacturing a proven and qualified design. It does not intend toqualify a design and therefore does not address or allow changes to the basic design ofthe device.The functional elements to be performed on this contract are the process validation ofmanufacture and testing of NSIs. No flight hardware is procured on this contract.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 19, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
