Description
Request for Information (RFI) for Aircrew Centrifuge Training Synopsis: The Air Combat Command (ACC) & Acquisition Management Integration Center (AMIC) at Langley Air Force Base, VA is seeking cost and capability information for budgeting purposes from interested parties for an ACC requirement for providing aircrew High-G academic and centrifuge device training for the period of 1 October 2011 to 30 September 2013 for approximately 900 aircrew members per fiscal year. This training will fill an AF capability gap due to the Base Realignment and Closure (BRAC)-related closure of the Holloman AFB, New Mexico aircrew training centrifuge and Brooks City Base, TX centrifuge. High-G academic and centrifuge training is directed for all aircrew assigned to fly in High-G aircraft and is a vital element of Air Force safety and operational effectiveness in flight. Purpose: The purpose of this RFI is to seek information on cost and capability to support the academic and High-G centrifuge device training for Air Force aircrew designated to fly in High G aircraft for the requirements listed below: Requirements: 1. Aircrew Centrifuge Training Courseware Development to meet requirements of AFI 11-404 and IAW ISD principles of instruction. Courseware will develop 3 courses with 2 hrs of academic instruction each. 2. Aircrew Centrifuge Training Academic and Dynamic Instruction and Evaluation to meet requirements of AFI 11-404 IAW ISD principles of instruction. Academic instruction delivery will include classroom instruction in 3 different courses with 2 hrs of instruction for each. Dynamic instruction and evaluation will include instruction and evaluation on Anti-G Straining Maneuver for students in the centrifuge training device with 30 minutes per student. Some students may require repetitive training. 3. Anti-G Straining Maneuver Training and Evaluation in a human centrifuge capable of meeting requirements of AFI 11-404 a. 6Gz per second G-onset rate to all training profile G-levels of 6 Gz and above b. Continuous operation at all Gz levels for a minimum of 90 seconds as prescribed in AFI 11-404 for aircrew training profiles c. Capability of producing a Simulated Air Combat Maneuvering profile with alternating minimum Gz levels of 3Gz to maximum Gz levels of 9Gz with student profile control through visual target tracking software program d. Visual system of flight environment for flight simulation interactive software with student field of view references e. Operation and use of G-protective equipment to include CSU-13/P, CSU-23/P (ATAGS), CSU-22/P and future anti-G garments with and without concurrent Positive Pressure Breathing for G and counter-pressure vest inflation. f. Use of ejection seat model capable of 13 degree and 30 degree backward tilt to represent AF combat fighter aircraft pilot and Weapon System Operator body position orientation in flight g. Use of AF fighter aircraft representative center and side-stick flight controls to control G-level during the training profiles h. Guide each student through completion of training profiles and evaluation of correct performance of Anti-G Straining Maneuver IAW AF Standards and AFI 11-404 i. Document student demographic information and performance of Anti-G Straining Maneuver with recommended grade on AF Form 4293 IAW AF Standards and AFI 11-404 for government record-keeping and approval j. DVD format video documentation of training session for the government's records and evaluation. k. Open-loop and closed-loop control of student training profiles l. Properly fit student anti-G protective ensembles for use in centrifuge training m. Creation and operation of centrifuge training profiles that meet AFI 11-404 requirements 4. Annual AF student centrifuge training requirement will be no more than 900 students per year 5. Host government centrifuge instructors for initial and quarterly contract instruction audit/evaluation 6. Provide scheduling website and POC for government personnel 7. Contract period will begin 1 Oct 2011 until 30 Sep 2013 --------- THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. If conducted, one-on-one discussions will only be with those that provided an RFI response, and no more than 4 members of each respondent group will be permitted during those discussions.
